NextStep is seeking an Operations Research Systems Analyst (ORSA) to support our team JT&E team.

Salary Starting: $115K

Requirements:

Master\’s Degree in a technical field (math, science, engineering, computer programming, or technical-related field with Operations Research-related emphasis), if the Master\’s Degree in a non-technical field may be substituted with 10 years of test and evaluation experience.
Minimum of 5 years of test and evaluation experience.
10+ years of military or government civilian experience.
Experience in the development of test and evaluation plans.
Experience with the application of statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and human factors test and evaluation methods.
Military, Civilian, or Contractor trained and educated in Operational Research Systems Analysis (ORSA).

Experience:

Must have 10 years of experience in the development of test and evaluation.
Must have experience with the application of statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and human factors test and evaluation methods.
Must have 5 years of conducting test design, execution, and evaluation in the DoD operational testing and evaluation environment.
Must have experience with providing parametric and non-parametric statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and survey test and evaluation methods.
Must have experience developing both quantitative and qualitative analysis methodologies appropriate for use in operational testing and evaluation of JT&E projects.
Must have experience providing direction for process modeling, issue identification, and measure determination.
Must have experience providing problem decomposition, concept development, test design, and data analysis methods; translate testing requirements; and make recommendations for appropriate test venues.
Must have experience developing dendritic decomposition and determination of operational measures of effectiveness.
Must have experience providing technical risk assessment identifying test limitations and assisting in developing risk mitigation strategies for planning joint tests and evaluations.

Education:

Master’s Degree in a technical field (math, science, engineering, computer programming, or technical-related field with Operations Research-related emphasis), if the Master’s Degree in a non-technical field may be substituted with 10 years of test and evaluation experience.

Education/Certifications (Required):

MA/MS Degree; Intermediate Level PME Graduate (Senior Service College preferred)
Wargaming Certifications (e.g. Naval War College, Military Operations Research Society)
