Job Summary:
We are seeking a highly skilled and experienced Program or Project Manager to assist with the establishment of the new Air Force (AF) C3BM PEO Program Management Office (PMO) who will oversee the architecture, design, analysis and implementation of digital twin models (for AF networks and systems), and will support the identification and integration of emerging technologies and commercial-off-the-shelf solutions (COTS) to help the customer remain competitive against United States (U.S.) adversaries.
The ideal candidate will be responsible for the end-to-end management of the programs and projects supporting Air Force communications systems, ensuring that all program and project objectives are met, and deliverables are completed on time. The Project Manager will work closely with AF senior leaders and cross-functional joint-agency teams and stakeholders to define communication systems, and develop and implement process management and task management processes and procedures are implemented and tracked.
Responsibilities:
- Directly report to senior AF leaders within the AFRL and PEO C3BM organizations
- Manage the architecture and design analysis of digital twin models to support engineering efforts and the risk management program (related to assessment of mission threads and cross program intersections/dependencies)
- Identify, evaluate, and integrate emerging technologies, relevant dual use technologies, and COTS solutions to help remain competitive against our adversaries
- Collaborate with cross-functional joint-agency teams and stakeholders to define, implement, track, and report project and program processes, procedures to stakeholders
- Communicate project and program status to stakeholders and leadership (written and verbal)
- Continuously improve program risk management processes and procedures
- Research and analyze emerging technologies relevant to the technology contract and assess their potential risk implications
- Collaborate with cross-functional teams, including engineers, developers, subject matter experts, and mission operators, to gather insights and expertise on new technologies and potential risk implications for the enterprise
- Assist stakeholders with transformation of analysis to communications acquisition action plans
Additional Responsibilities:
- Facilitate collaboration with industry/education institution partners to advance the program's goals and objectives
- Identify and engage with relevant partners to leverage their expertise and resources regarding potential program and project processes
- Communicate with partners to provide updates on project status, progress, and outcomes. Work with internal and external teams to ensure that partners are integrated into the program's operations and decision-making processes
- The ability to build strong relationships, collaborate, and communicate effectively with Government customers and stakeholders across the Department of Defense is essential to the success of the program
- Excellent leadership and communication skills, including the ability to effectively communicate with technical and non-technical stakeholders
- Flexibility and strong analytical and problem-solving skills
- Ability to manage multiple projects simultaneously and prioritize tasks effectively.
Required:
- Bachelor’s degree in related field
- Minimum seven (7) years of experience in program and/or project management
- Top Secret (TS) security clearance
- Advanced knowledge of Microsoft Excel, and other applications in the Microsoft suite.
Preferred:
- Military service or operational experience.
- Project Management Professional (PMP) certification
- SCRUM Knowledge/experience
- Military Headquarters experience
- Navy Experience
