L3Harris is looking for candidates for the Senior Manager of Systems Engineering, Integration and Test (SEIT), who is responsible for the overall functional management and engineering technical expertise for the SEIT Engineering Organization in our Navigation Solutions (NS) business in Anaheim, CA (IEC). This position reports to the Director of Engineering for NS and has direct reports of Senior Functional Managers, Fellows, and other Senior Subject Matter Experts. Candidate will oversee SEIT Engineering direction, staff, proposals, and bids. The candidate must have both significant functional management experience and deep and broad technical and leadership expertise preferably with experience in military GPS and Position Navigation and Timing (PNT) technology, and have a history of success in bringing in new business. Navigation Solutions products provide advanced military GPS and Position, Navigation, Timing (PNT) capabilities in military embedded real-time systems that can be used in weapons, ground, airborne, maritime, and space environments.
Essential Functions:
Provides overall functional and technical expertise and guidance in Systems Engineering, Integration and Test (SEIT) for NS programs.
Functional and Technical expert in all aspects of SEIT on programs. This includes expertise in Systems Requirements and Architecture, Systems Analysis, Modeling and Simulation, Algorithms, Systems Integration and Test, Systems Security and Test, Applications Engineering, Specialty Engineering, and Systems Infrastructure for Capture, Development, Transition-to-Production, and Production/Manufacturing pursuits and programs.
Develops and Builds a cohesive team and trust within the SEIT Engineering Organization.
Provide the vision and roadmap for the SEIT Engineering organization.
Actively develops and supports new business opportunities.
Actively communicates well with customers.
Manages budgets and forecasts manpower obligations/needs.
Ensures effective staffing of all programs with SEIT Engineering scope.
Communicates within and outside own function to explain and gains cooperation on policies and practices.
Makes substantial improvements to processes, systems, and solutions.
Plans and establishes goals and objectives for SEIT Engineering with direct impact on the short-term and long-term operational results.
Leads, directs, coaches, and reviews the work of SEIT engineering personnel to accomplish near-term and long-term operational plans and results.
Provides input on hiring, firing, promotion, performance and/or compensation decisions for SEIT Engineering.
Works under consultative direction against annual goals and objectives to manage large, complex project initiatives of strategic importance to the organization.
Maintains outstanding communication with higher management and with the employees in the organization.
Meets all programmatic and administrative suspenses.
Collaborate with other business areas to execute programs and business development.
On-site and potential travel up to 25% of the time.
Qualifications:
Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) or related discipline with a minimum of 12 years of prior related experience or a Graduate degree with a minimum of 10 years of prior relevant experience. In lieu of a degree, minimum of 16 years of prior related experience.
20+ years of SEIT or equivalent engineering technical, functional, and leadership experience within stringent technical, schedule, and budget requirements.
10+ years combined experience as a Chief Engineer, Engineering Technical Fellow, SEIT Lead of major programs, and/or General Manager (GM) with deep and broad technical capabilities.
15+ year of experience in Systems Requirements and Architecture, Systems Analysis, Modeling and Simulation, Algorithms, Systems Integration and Test, Systems Security and Test, Applications Engineering, Specialty Engineering, and Systems Infrastructure for Capture, Development, Transition-to-Production, and Production/Manufacturing pursuits and programs.
10+ years of experience in GPS, GNSS, Guidance Navigation Control (GNC), or RF systems and programs.
10+ years of experience in leading/managing/tracking projects, proposals, processes, and employees.
10+ years of experience demonstrating strong verbal and written skills for both the internal team and with customers and program stakeholders.
10+ years of experience in earned value (EV) management, metrics development and tracking, and basis of estimates.
5+ years of experience as a Functional Manager and Leader of engineers over multiple contracts and customers.
5+ years of success bringing in new business.
Active DoD SECRET clearance or higher.
Preferred Additional Skills:
Strong communication skills (verbal, written, and presentation) to all levels of personnel experience.
Technical depth and breadth in MGUE, GPS / PNT technology, MGNSS, Anti-Jam, Anti-Spoof, GPS-denied/degraded, Alternative/Supplemental/Cooperative Navigation technology, GNC, RF systems, Sensor Fusion, Software-Defined Radio.
Additional technical breath in Software, Hardware, Electrical, Mechanical, and Project Engineering.

In compliance with pay transparency requirements, the salary range for this role is $147,000 - $273,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
