About the Role
The Senior Procurement Project Manager is not a traditional procurement purchasing role. The position is a blend of understanding technical knowledge (engineering) with an understanding of how procurement functions in the supply chain process. This position will function as an internal change board representative supporting the Gulfstream production procurement organization. The Project Manager serves an advocate to Procurement team in the production process.
Skills Desired
- Fundamental knowledge of procurement processes and a wide knowledge of varying procured commodities, cost analysis methods, materials management best practices, and aircraft terminology.
- Technical education, skills and knowledge, especially relating to aircraft manufacture and detail part fabrication, are a plus.
- The successful candidate will operate, with limited supervision, in a cross-functional environment, and will directly interface with the program office, design engineering, operations engineering, quality, materials, and with the greater procurement organization.
- Proficient project management skills as well as the ability to negotiate effectively and influence others are also key to being successful in this role.
Education and Experience Requirements Bachelor's Degree in Business Administration or related curriculum required or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Master's Degree preferred. 7 years Seven (7) years of purchasing or related technical experience.
Position Purpose:Responsible for the administration of single or multiple subcontracts for strategic source components, such as but not limited to Revenue Share supplier agreements, agreements with suppliers who provide products for multiple Gulfstream aircraft models, those agreements which represent the highest dollar annual commitment contracts for Gulfstream and/or those procurement projects that have a significant impact to Gulfstream future business. Develops plan and leads negotiation teams for contract awards and for resolution of ongoing high dollar commercial issues.
Job Description Principle Duties and Responsibilities:Essential Functions:
- Lead all Purchasing and Supply Chain Management activity within assigned area of responsibility to create greatest possible strategic sourcing leverage and to provide highest possible level of support for Gulfstream internal customers.
Solicit proposals, conducts bid evaluations, evaluates costs, negotiates prices, schedules and terms and conditions within management guidelines, prepares and administers complex and/or high value purchase orders, corporate-wide agreements and/or long term agreements such as Master Orders and Blanket Purchase Agreements; monitors and reports supplier performance. Prepare annual supplier performance master plan to ensure they meet Gulfstream requirements, including objectives and priorities for material management, quality, reliability and product support, as well as scheduling and agendas for program reviews. . Manage supplier performance master plan by identifying problems, both internally and at the supplier, determining source of the problem, taking corrective action, and planning and coordinating the involvement of Gulfstream Material management and supplier management, as appropriate. Serve as principal point of contact with departments being supported for strategic commodities. Within assigned area of responsibility, as well as in the Materials Department in general, leads lower level personnel to accomplish tasks through superior experience, training and personal attributes. Interpret program and/or statement of work requirements; recommends and implements action with suppliers to ensure achievement of all requirements. Support the cost analyst efforts to prepare the Pre-Negotiation Plan (PNP). Prepare the Negotiation Plan using the PNP and his/her experience in dealing with the supplier. May lead teams that conduct negotiations with an emphasis on achieving cost reductions, maximizing savings, securing pricing and to meet schedule requirements that is within the objectives set forth in an approved negotiation plan. Ensure that all requirements are specified and properly reflected in purchasing documents. Coordinate administration of and response to all contractual documentation. Conduct all duties in accordance with company policies and procedures. Additional Functions:
- Plan, coordinate and review work of procurement personnel within commodity group or area, as assigned by department manager. .
Perform other duties as assigned. Other Requirements:
- Requires a strong knowledge in purchasing methods and techniques.
Experience leading cross functional teams, displaying the ability to persuade, convince and influence others. Experience in negotiating/managing high dollar, multi-year and/or complex procurements. A credit history check from a national credit bureau will be conducted for all candidates for this position including new hires and current employees seeking promotion or transfer.
