SciTec has an immediate opportunity for an accomplished Program Development Manager (PDM) to support our growth initiatives and strategic plan. This position will be based in our Boulder, CO or El Segundo, CA office. The PDM reports to the Executive Director of Program Development and is responsible for identifying, tracking, developing, and capturing new business opportunities. The PDM leads or actively contributes to the portfolio proposals, and initially will support the FORGE portfolio. FORGE (Future Operationally Resilient Ground Evolution) is the USSF/SSC modernization of operational missile warning systems. SciTec leads two FORGE programs and contributes to a third. The PDM must be able to perform as an individual contributor and work on teams within a tight schedule environment.
Responsibilities
Engage at senior levels to understand and shape Government and SciTec acquisition plans and strategies
Interface with Customers and Industry partners to articulate SciTec's capabilities and solutions
Develop and maintain a roadmap of portfolio opportunities and brief executive management
Develop teaming strategies, non-disclosure agreements, teaming agreements
Lead assigned opportunities through a gated milestone process, leading to a proposal effort or a no-bid decision
Serve as a Proposal Manager for assigned portfolio proposals, providing leadership to the proposal team and coordinating with internal organizations (Contracts, Security, etc.)
Work proposal content and logistics with proposal teammates. Develop win themes, proposal outlines, features/benefits, and proof points
Ensure timely delivery of all required proposal deliverables. Support pre-award activities including addressing customer questions, BAFO, and teammate engagement
Develop and track to a proposal schedule, establish and manage the proposal budget baseline, and support other proposal efforts
Support proposal standup activities to include kickoff meeting, project team orientation, and establishing collaborative IT environments
Research new business databases (consortiums, GovWin, sam.gov, BAAs, etc.) to find and track potential portfolio opportunities
Adhere to and refine new business and proposal processes
Support recruitment and hiring efforts for successful opportunities

Requirements
Bachelor's degree in physics, mathematics, engineering, or computer science
US Government or aerospace industry experience in technical or managerial roles of 12+ years
Industry experience of 8+ years participating in Government technical proposals
Experience analyzing requests for proposal (RFP, etc.) documents to formulate and execute the proposal development plan
Experience in leading proposal development efforts, including proposal development process and conducting meetings/reviews (e.g. KO meeting, color team reviews)
Strong team building, time-management, and conflict-resolution abilities
Possess strong writing skills to articulate and refine our technical and managerial solutions that aligns with the customer's needs
Extensive experience in documentation tools (i.e. Microsoft Office Suite software - Word, Excel, PowerPoint, Project) and with collaborative environments (e.g. Confluence, Teams)
Ability to interact and develop positive relationships with customers, teammates and colleagues
Demonstrated ability to research opportunity databases
Ability to develop WBS elements and map them to SOW paragraphs and LCATs
Ability to merge bottom-up pricing and price-to-win values
Ability to summarize complex technical descriptions
Detail oriented
Good verbal and written communication skills
Preferred Experience and Skills
Domain knowledge in Overhead Persistent InfraRed (OPIR), Space Domain Awareness (SDA), Missile Warning/Missile Defense (MW/MD), Technical Intelligence (TI) or Command & Control (C2) technologies and applications
Experience working with the U.S. Space Force (USSF), Missile Defense Agency (MDA), Space Development Agency (SDA) or Intelligence Community
Experience working with subcontractors and consultants
Experience with Agile management principles, risk management and project scheduling

Salary range: $160K - $215K per year
