Position Objective
Assist with coordinating and managing the construction phase of I&C Projects in New York along all four lines including Grand Central Terminal, and any other construction work on railroad property, protecting the Company's interests and ensuring the safety of all aspects thereof. Assist with the implementation of the I&C's specifications and Metro-North's procedures to ensure the safe passage of trains. Ensure that the appropriate requirements and regulations of Metro-North are met, within the scope of all work performed.
Responsibilities
Actively participate as a member of the staff that manages and coordinates Capital Projects in New York involving all non-capitally funded projects.
Review construction procedures and provide technical supervision of contractor's work on I &C Projects.
Keep senior management informed as to completion progress, schedule, and budget.
Manage and coordinate with the consultant's and contractor's field personnel on I&C Projects.
Represent MNR at job meetings with contractors and owner's representatives.
Inspection of construction work by contractors to assure compliance with contract documents and ensure safety.
Oversee the work of railroad inspectors.
Coordinate construction procedures for work involving the force account and railroad operations and represent the railroad at various meetings.
Review all design plans and specifications and construction work procedures for projects prepared by third party consultants, including those projects submitted by municipalities and Individuals and Corporations (I&C).
Required Qualifications
Familiarity, or the ability to become familiar with, pertinent design and construction techniques, procedures and safety standards.
Familiarity, or the ability to become familiar with, Transportation Operations and/or other applicable civil/structural construction experience.
Develop strong management and coordination skills to plan, coordinate, supervise, and implement I&C and Metro-North Specifications.
Develop strong oral and written communication skills.
Personal abilities of self-starter and persistence are essential and the ability to motivate others to work together in a coordinated manner.
Attention to detail with adherence to deadlines.
Develop the ability to coordinate and manage multiple projects concurrently.
Develop the ability to interact with internal/external customers.
Knowledge of MS Office Suite and/or comparable applications.
Familiarity with Critical Path Method (CPM) Scheduling, using Primavera Project Planner or comparable applications.
Familiarity with project and construction management and with construction contracts.
Familiarity, or the ability to become familiar with, American Railway Engineering and Maintenance of Way Assn., American Institute of Steel Construction, American Concrete Institute and other common engineering codes.
Valid driver's license and use of personal vehicle is mandatory.
Able to respond to an emergency on a 24 hour/7 day per week basis, as required.
Preferred Qualifications
Develop a knowledge of the Operating Railroad and the Metro-North, and MTA Corporate and Organizational structure.
Required Education and Experience
Bachelor's Degree in Civil, Structural or related Engineering field and
Minimum of three (3) years of experience in Engineering, Construction and surveying practices and principles as they relate to design, analysis, and construction of structural areas including buildings, bridges, tunnels, track, facilities and/or station construction and
Minimum of two (2) years of project management experience and managing professionals.
Successful completion of the MNR Associate Engineer Program may be considered in lieu of the required experience listed above.
The following is/are preferred
•Professional Engineer (P.E.) License
Other Information
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
