Who We Are:
Bayview Hunters Point Foundation has been at the heart of social justice for over 50 years, providing support services for predominantly low-income people of color in the Bayview and throughout San Francisco.
Our mission is to build a community that is empowered, clean, safe, and healthy. We are focused on multidisciplinary, community-informed support for our clients, addressing the root causes of unemployment and homelessness, and advocating for the basic human rights of food, health, economic and housing security.
Today, BVHPF's nearly 200 employees serve over 5,000 disadvantaged clients each year. Our programs include:
• Mental health counseling for youth and adults
• School-based mental health services
• Substance abuse counseling and methadone treatment
• Family transitional and supportive housing
• Rapid rehousing and flex pool housing programs
• Case management services at several homeless and housing programs
• Bayview SAFE Navigation Center
These programs are funded through nearly 20 contracts with the City & County of San Francisco, and are monitored and regulated by several authorities, including CCSF and the State and Federal government.
Position Overview:
The Director of Compliance & Quality Assurance is responsible for ensuring the Bayview Hunters Point Foundation's activities are conducted in accordance with all applicable laws, regulations, policies, procedures and practices.?This position will serve as the ethical authority of the organization, upholding the values of the BVHPF and best practices put forth by regulatory agencies.
The Director oversees the organization's Quality Assurance department, and ensures that the QA manual and all necessary policies, procedures and protocols are prepared, documented, reviewed and followed. Working under the direction of the CEO, and in consultation with the Chief Mission Officer and Chief Financial Officer, this position also designs, implements and maintains all areas of accountability of a formal compliance program. The Director ensures that all regulatory compliance and oversight areas are addressed, including contracts, grants, internal and external audits, regulatory and legal requirements, and licensing and accreditations.
The Director of Compliance & Quality Assurance manages a team of 2-3 professionals and additional outside consultants. This position reports directly to the Chief Executive Officer, and works closely with the Chief Mission Officer, Chief Financial Officer and other leaders. This is a full-time, exempt position, based onsite or hybrid in San Francisco.
Duties and Responsibilities:
- Working in conjunction with the CEO, CMO and CFO, designs and implements a formal agency-wide compliance program. Builds strong positive working relationships with all levels of the organization to lead the development of ethical culture throughout the agency.
- Reviews, formulates and communicates BVHPF policies and procedures and establishes controls that drive prevention and detection of violations of laws and regulations to mitigate agency risk to every extent possible. Monitors regulatory environment and developments, and acts as primary liaison with regulatory agencies and auditors and external subject matter experts, to stay informed of changes in federal, state, regional and local applicable regulatory requirements.
- Reviews and provides guidance and recommendations on all contracts, contract renewals and change requests to which BVHPF is a party. Proactively monitors contract compliance and reports findings and recommended corrections as necessary. Tracks and maintains inspection and site visit schedules.
- Plans, develops and implements an internal program of audit preparation that evaluates the accuracy of information and internal controls, the degree of internal and external risk, the potential exposure and the degree of compliance with all applicable internal and external guidelines, policies and regulations. Prepares detailed management reports on audit findings, recommendations for improvements and corrective actions planned to mitigate risk. Follows-up on audit recommendations to assure correction of deficient or exposed areas.
- Initiates and oversees independent internal investigation process when there is a violation or suspected violation of a regulation, policy, rule or procedures under the purview of this position. Reports findings in a prompt and thorough manner to CEO and other executive or Board committee as required. Creates plans for corrective action and follows up with responsible parties within BVHPF to report on corrections implemented to avoid future risks.
- Develops, initiates, maintains and oversees and monitors on a consistent and regular basis the organization's compliance program, including all internal and external monitoring, internal auditing, investigative and reporting processes, procedures and systems.
- Works closely with senior financial and human resources executives to monitor and maintain compliance with all applicable laws and regulations related to employment, financial management, charitable donations and all fiduciary responsibilities.
- Serves as the organization's primary point of contact for all compliance issues, including scheduling meetings, reporting on activities and making recommendations to the CEO, Board of Directors and any related committees.
- Assures that all program standards, business practices, policies procedures and protocols meet CARF accreditation standards, and leads CARF and other accreditation reviews and renewals.
- Conducts regular risk assessments to identify compliance risks and develop strategies to mitigate these risks effectively.
- Provides ongoing compliance training and educational programs to employees, management, and relevant stakeholders.
- Remains up-to-date with changes in relevant laws and regulations, ensuring the company remains compliant with all legal requirements.
- Promotes a strong ethical culture within the organization, encouraging employees to act with integrity and in accordance with the company's values employees, management, and relevant stakeholders.
- Supervises the QA Managers and compliance/quality assurance contractors.
Minimum Requirements and Experience:
- Bachelor's degree in contracts management, public policy or related field, advanced degree preferred.
- Prior role as Compliance Officer, Quality Assurance Director or equivalent for a nonprofit, government or health care organization and/or extensive experience in compliance, risk management, or a related field in a senior leadership role.
- Experience working within a non-profit and/or government setting, and demonstrated knowledge of issues, regulations, and ethics of non-profit organizations.
- Demonstrated experience in program audit preparation, management and execution.
- Demonstrated experience in establishing and maintaining a culture of compliance throughout an organization and implementing successful compliance programs.
- Excellent written and verbal communication skills with ability to effectively collaborate.
- Advanced skills in MS Office-Word, PPT, Excel, and applicable database and other software.
