Job Description Summary The Quality Manager has responsibility for Quality Assurance, Quality Control, and responsibility as the Chief Inspector for Flight Test Operation. This position will include direct reports in addition to dotted line reports. This position will require comprehensive knowledge of applicable FAA framework, GE Quality, Boeing 747 aircraft systems and turbofan engines. In this role you will be responsible for major and complex assignments with long-term business implications, manage complex issues within functional area(s) of expertise, and contribute to the overall business strategy. Has a supportive role in decision making about important subjects. High levels of evaluative judgment are required to achieve outcomes required.
Job Description Essential Responsibilities:- Uses high level of judgment to make decisions and handle complex tasks or problems that impact the quality function and site operations. Has ability to assess quality of information given and ask pertinent questions to stakeholders. Able to offer new solutions to problems outside of set parameters and can construct and provide recommendations. Uses multiple internal and some external sources outside of own function to help arrive at a decision.
- Manages a small to medium team of direct reports and dotted line reports. Develop and implement strategy for the area of responsibility, including control of resources and influences policy formulation.
- Interprets simple internal and external business challenges and recommends best practices to improve products, processes, or services. Stays informed of industry trends that may inform work.
- Develops, implements, maintains, and improves all aspects of an aerospace Quality Management System, audit plans and processes that assures compliance with internal, customer, regulatory (FAA, EASA), contractual obligations and other applicable requirements. Ownership of FTO requirements regarding FAA regulations and Quality planning and execution.
- Overseeing the effectiveness and the integrity of the 14 CFR Part 145 Repair Station & Quality Control Manual, Repair Station Training Manual, Operations Specifications document and associated artifacts of compliance. Ensure the Repair Station is in compliance with all applicable regulatory and customer requirements.
- Oversees the compliance of operations to 14 CFR Part 91 regulations and requirements. Responsible for maintaining and complying with all requirements of Special Airworthiness Certificate, Conditions & Limitations, Experimental Aircraft Operation Procedures, Letters of Authorization. Accountable for partnering with technical operations and flight lines teams to establish maintenance and inspection plans, minimum equipment lists and aircraft maintenance technical records.
- Monitor and oversee Maintenance, Repair and Overhaul - Turbofan Quick Turn processes, planning and procedures from a quality standpoint to ensure they are followed in addition to implementing improvement opportunities.
- Accountable for partnering with site leadership to establish training programs to continually improving employees' technical capabilities and knowledge of governing procedures, regulations, and requirements
- Lead and execute the identification of and implementation of Quality improvement initiatives. Work with stakeholders to identify, conduct and implement effective root cause analysis and corrective/preventive action plans.
- Collaborate and drive consistency across GE Flight Test Operation to assure proper Quality issues management to minimize impacts on safety and quality for the Flying Test Bed.
- Accountable for partnering with site leadership to establish training programs to continually improving employees' technical capabilities and knowledge of governing procedures, regulations, and requirements.
- Assist in developing and maintaining a SMS program in partnership with Quality and FTO leadership team.
- Manage and ensure adherence to the DWFP program.
- Embraces and integrates Lean principles into operations, utilizing proven toolkits for daily management and problem solving. Establishes regular Genba walks and participates in ones organized by other teams.
- Perform other duties as assigned.
Qualifications/Requirements:- Bachelor's degree in engineering from an accredited university or college in aviation sciences, aviation maintenance, quality systems, engineering, or related technical discipline
- Minimum of 5 years of direct experience in a highly regulated quality management system in in aircraft operations, aviation maintenance support, aircraft flight test, engine development testing or flight testing, manufacturing or maintenance, repair, and overhaul of aviation systems.
ELIGIBILITY REQUIREMENTS:
- Valid FAA Airframe & Powerplant (A&P) License
- Must be a U.S. Citizen
- Ability to obtain and maintain a U.S. DoD Security Clearance.
- Ability and willingness to work flexible and off-shift hours (including 1st, 2nd, 3rd shift, nights, weekends, and holidays) when business needs dictate.
- Ability and willingness to travel to and support operations at offsite locations when business needs dictate.
- Ability and willingness to fly aboard an experimental aircraft including participation in development flight tests.
- Able to obtain and maintain FAA Class-3 medical certificate or equivalent.
- Ability to meet all requirements of Zero Tolerance DOT/FAA Drug and Alcohol Testing Program. (14 CFR Part 120 and 49 CFR Part 40).

- Ten or more years of diversified maintenance experience with large transport category aircraft. This experience may be with an air carrier, commercial operator, certificated repair station, or other government agency.
- Three years of experience in the capacity of approving aircraft for return to service.
- Three years of experience as a supervisor or lead of aircraft maintenance.
- Prior experience as a quality manager in the aerospace/aviation industry.
- Experience with maintenance planning and maintaining technical records for a large transport category aircraft.
The base pay range for this position is $156,300 - $260,700. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan. This posting is expected to close on 7/27/2024.
