About the Technical Project Manager - Healthcare Position:
Technical Project Manager (TPM) will be responsible for managing multiple, simultaneous, diverse projects spanning the organization with an emphasis on software development, IT infrastructure, and testing workstreams. The candidate will have the ability to professionally interact with internal and external groups to accomplish project milestones and objectives. This role involves coordinating with cross-functional teams at Avalon, partner vendors, and at the health plan. The TPM will have a strong technical background in technical architecture, systems, and process domains with the ability to create and enhance knowledge bases around technical implementation. While working with stakeholders, the TPM will need to clarify the scope, solidify requirements, create projects plans, monitor progress, and report on successes, escalate appropriately, and mitigate challenges.
This is a dynamic role in a complex fast paced environment. The Technical Project Manager is expected to establish the necessary processes to be successful and continually improve and refine processes. Working closely in partnership with the Implementation Managers, this role serves as a point of contact for Avalon's technical component of implementation.
The TPM will be a representative of the technical team, but closely partnered with enterprise project managers within the organization.
Technical Project Manager - Healthcare â€" Essential Responsibilities:
- Ethical awareness of the proprietary and sensitive information exchanged during implementations
- Minimum of three (3-5) years as a project manager or technical program manager with prior experience as a technical business or operations analyst working in a health plan IT or operational environment.
- Minimum of three (3-5) years of experience working in a matrix organization, delivering projects or managing resources that do not report directly to you.
- Experience in health care administration, especially on the payer side, or related to claims administration.
- Comfortable in a high-visibility, individual contributor role with the ability to work cross-functionally and with all levels of the organization, including executive leadership.
- Demonstrated ability to lead a team through problem solving and creative solutioning aligned with department standards.
- Adept at diffusing tense situations and finding diplomatic resolutions to interpersonal conflicts
- Demonstrated ability to deliver results
- Strong written and oral communication skills. Ability to create and deliver presentations on a specific topic to varying audiences. Able to collaborate and encourage an environment for creative excellence. Promote continuous innovation and improvement.
- Strong change management and documentation skills. Experience with agile, waterfall and hybrid project delivery methodologies.
- Able to support multiple complex projects with minimal direction and supervision.
- Knowledge and experience with HIPAA regulations and standards for security (PHI, IIHI), privacy and transactions.
- Creative thinking skills with the ability to ask the needed bigger-picture questions that lead to process improvements and anticipating needs beyond what is being specifically asked.
Technical Project Manager - Healthcare â€" Minimum Qualifications:
- Minimum of three (3) years as a project manager with prior experience as a technical business or operations analyst working in a health plan IT or operational environment.
- Minimum of three (3) years of experience working in a matrix organization, delivering projects or managing resources that do not report directly to you.
- Bachelor's degree is required.
- At least 5 to 7 years of project management experience and knowledge working with multiple health plan operational processes and applications supporting multiple operational areas.
- Experience as a lead Project Manager on multiple projects of medium to high complexity involving custom and vendor supported solutions across multiple operational and technical functions.
- Relevant project management certification (e.g., PMP, PRINCE2, Agile)
- Serve as the functional SME for applications and processes supported, including the underlying infrastructure and data. Ability to orient and train others on functional use. Understand and consider the relationship between related processes.
- Master's or advance degree preferred.
- Knowledge of JIRA and Smartsheet tools preferred.
- Knowledge or experience with clinical data is a plus (HL7, Lab, EMR).
- PMP, CSM, or CBAP certification is preferred.
