VDOT’s Fredericksburg District has exciting an opportunity available in its Preliminary Engineering Department. We are seeking qualified candidates to fill a District Location and Design Engineer vacancy. This position provides management, leadership and direction for the Fredericksburg District Location and Design section including roadway and hydraulic design, survey and project management teams. They oversee the development and production of construction plans for a variety of transportation projects in support of program delivery. This position will provide technical guidance for roadway designs for activities within the Fredericksburg District. They will plan, organize, and monitor project activities to deliver projects on time and within budget. The candidate will supervise and train team members and provide fiscal management, and technical guidance on a wide variety of transportation projects. They must maintain strong skills in new design technology and construction methodology.
Required skills for job & position:
• Considerable knowledge of civil engineering principles related to roadway design criteria and standard design technical knowledge
• Thorough knowledge of principles of roadway safety that impact roadway standards and special designs
• Ability to communicate effectively orally and in writing with diverse audiences to include making technical presentations and conducting public meetings
• Ability to manage staff, programs, and develop budgets
• Skill in effectively planning and scheduling work of diverse teams
• Knowledge of transportation project management and transportation project engineering
• Skill in building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives
• Skill in the use of computers and software applications to include engineering design and analysis software
• Skill in leadership coaching, counseling, training, and development
• Knowledge of strategic and operational principles, practices, and techniques
• Advanced knowledge of transportation and highway engineering principles, laws, and regulations
• Knowledge of roadway construction methods, standards, specifications, and materials
• Skill in working with all levels of management and elected and appointed officials
• Skill in managing the delivery of exemplary customer service by self and others
• Ability to research and analyze data and prepare and present technical reports
• Ability to manage administrative, financial, and technical functions of an engineering work unit
• Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development
Minimum Qualifications
• Valid Professional Engineer's license
• Degree in civil engineering or related field
• Experience applying civil engineering principles related to roadway design and standard design technical knowledge
• Experience in roadway construction methods, standards, specifications, and materials
• Experience in leadership coaching, counseling, training, development, and effectively planning and scheduling work of diverse teams
• Skill in managing the delivery of exemplary customer service by self and others
• Experience applying roadway safety measures impacting roadway standards and special designs
• Progressively responsible managerial experience demonstrating administrative, managerial and leadership principles and practices
• Skill in effective communication, both orally and in writing, with diverse groups
• Experience building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives
Additional Considerations
• Project Management Professional (PMP) certification
