Scope:
Under the supervision of the Executive Director, the Human Resources Director plans, coordinates and directs the operations of the (HR) Human Resources department. The Human Resources Director provides advice and counsel to agency staff and managers for resolution of HR issues, interprets and administers policies and agreements. Additionally, the Human Resource Director provides direction for all human resource activities to include recruitment, retention, compensation, benefits, payroll, employee records, human relations, training, compliance and policy implementation and enforcement.
Supervisory Responsibilities:
Quality Assurance and Training Manager, Scheduling and Support Coordinator
Essential Functions:
- Performs routine tasks required to administer and execute human resource programs including but not limited to payroll; benefits; timekeeping; performance and talent management; recruitment; productivity, recognition, and morale; and training and development.
- Under direction of the Executive Director, performs quality management activities to identify areas of opportunity for training and support for agency management and staff, creates and oversees quality assurance action plans, and reports progress to the Executive Director.
- Provides general HR assistance and expertise to Executive Director, Residential Program Director, Program Managers, and staff across multiple sites, including assisting with performance evaluation, performance improvement plans, and staff development.
- In conjunction with Scheduling and Support Coordinator, reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments.
- Under the direction of the Executive Director, assists in the recruitment, interviewing, and hiring of qualified job applicants for open positions; collaborates with Program Managers to understand skills and competencies required for openings, and finding good cultural fit talent.
- Implements new hire orientation and employee recognition programs.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Manages employee handbook and policy and procedure revisions.
- Implements and manages any HRIS systems, including revisions, reporting, and appropriate training and communications on the utilization of the system by managers and employees.
- Assists in organizational training and development efforts.
- Answers employee requests and questions regarding HR processes.
- Maintains human resource information system records and compiles reports from the database as needed.
- Maintains company employee directory.
- Works closely with the Executive Director regarding payroll and benefits programs.
- Runs reports and completes annual filings related to personnel.
- Oversees the maintenance of employee files and management in accordance with retention schedules.
- Serves as primary liaison with any applicable unions for labor relations.
- Other duties as necessary.

Required Qualifications & Education:
- Bachelor's degree in Human Resources, Business Administration or related field required. Equivalent experience may substitute for bachelor's degree
- Minimum of 5 years prior Human Resources experience preferred but not required.
- Prior experience with HRIS systems preferred.
- Prior supervisory experience preferred.
- An essential function is the ability to work in a constant state of alertness and in a safe manner.
- Must be able to pass a DSHS background check
- Must be able to provide proof of valid driver's license
- Must have clean driving record
