VDOT’s Central Office Human Resources Division is seeking a Talent Acquisition Supervisor to provide talent acquisition process management and oversight of recruitment, including ongoing active candidate sourcing and talent pipeline development, hiring, and onboarding, with a goal to improve alignment with the "Think 50" initiative, improve quality of hire, and provide a better candidate experience.
Responsibilities include:
Screening and Selection: Assist hiring managers and Human Resources Consultants by screening applications, conducting phone interviews, and managing the recruiting process through preparing questions; scheduling interviews; debriefing; communicating with applicants; etc.
Consultative Business Partner: Develop and maintain credibility and effective working relationships with internal customers. Take advantage of opportunities to learn or be involved in their business operations. Provide information, analysis, interventions and data that will facilitate and guide their business decisions around talent acquisition. Stay aware of employee and workforce needs. Collaborate with other workgroups to resolve matters pertaining to recruiting and on-boarding. Conduct research and analyze information to provide accurate and timely interpretation of state and VDOT policies pertaining to recruiting and selection.
Onboarding: Ensures a smooth transition of new hire into the role on start date by clearly communicating expectations of all stakeholders involved in the on-boarding of the new hire and following-up with the new hire to maintain engagement up through completion of their first day. Collect feedback from new hires and hiring managers throughout the new employees' first year to measure engagement and satisfaction from both to determine quality of hire.
Sourcing and Candidate Engagement: Effectively communicate with candidates and applicants to share position details and requirements to generate increased interest in VDOT employment opportunities. Create a talent network using social media to keep previous candidates informed, interested and feeling encouraged to apply again for future opportunities. Build, nurture and manage relationships with job candidates, assisting them with navigating through the process, from engagement to new hire.
Talent Acquisition: Consult with managers to optimize position descriptions and advertisements based on accurate and required competencies and skills to attract applicants. Develop recruitment plan and disqualifying questions in consultation with manager. Phone screen qualified applicants, and participate on interview panels, career fairs and events to ensure positions are filled efficiently. Consult with managers to develop interview questions within established guidelines and laws and properly assess needed competencies. Advocate for diversity in hiring and inform HR Manager, CR Manager and Senior management of issues which may expose VDOT to formal complaints. Review final employment recommendation ensuring justifications in compliance with program guidelines and laws. Conduct training on interviewing and selection procedures. Conduct all pre-employment references and employment verifications and extend job offers in coordination with HR Manager.
Change Agent: Provide short- and long-term recommendations, dynamic programs, interventions, and solutions to leaders and customers that will enable the organizations to better meet business and workforce needs today and in the future. Understand and effectively plan and utilize change management initiatives and methodologies. Ensure integration of programs and compliance, policies, regulations, and program requirements. Model behaviors of a continuous learner and educator of leaders and customers. Research and recommend best practices in Talent Acquisition program delivery. Implement technology and automation tools and solutions to better manage information and workflow.
Minimum Qualifications
• Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel managers and employees in the resolution of HR issues pertaining to recruiting and selection.
• Strong skills in use of computers using MS software, web-based applications and automated HRIS systems.
• Ability to recommend, implement plans to improve customer services, program efficiency, effectiveness, and function as a team member with other HR staff.
• Knowledge of federal and state regulations related to human resources functions.
• Skill in supervising staff providing HR services.
• Working knowledge of human resources functional areas and business practices.
• Knowledge of human resources management principles, practices including sourcing, recruitment, selection and onboarding.
• Ability to effectively communicate verbally and in writing, with hiring managers, prospects, applicants, employees, colleagues and external partners.
• Skill in writing effective documentation and analysis for Talent Acquisition program area.
• Ability to work in a fast paced and innovative environment
Additional Considerations
• A combination of training, experience, or education in Human Resources, Organizational Development, Business Administration or related field desired.
• Experience in a variety of HR program areas and project management.
• SHRM-CP, SHRM-SCP or PHR, SPHR certification
• Proficient in utilizing a variety of recruiting technologies, tools and job boards to source both active and passive job seekers.
• Ability to develop and implement diversity recruitment plans. Ability to use sourcing tools and techniques to source qualified, interested and available applicants.
• Ability to support hiring managers and Human Resources Consultants with recruiting, hiring and on-boarding activities.
• Ability to travel to attend meetings and events.
• Ability to consult with management teams to implement organizational change and identify strategic issues and organizational needs.
• Ability to maintain confidentiality at all times.
• Skill in building, nurturing and managing relationships with job candidates and internal applicants.
• Ability to understand, embrace and communicate VDOT's employer brand and foster a positive image of the organization.
• Knowledge of job analysis and job evaluation techniques and talent sourcing, recruiting, screening and interviewing techniques.
• Ability to balance multiple priorities, lead meetings, make effective business decisions and meet project-based deadlines.
• Skill in providing good customer service.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
