I.M. Systems Group, Inc., IMSG, (), is a science-based company providing professional scientific and technical support to the Federal government. The company is soliciting a highly qualified Proposal Manager / Proposal Writer (full time) to lead / support the companies proposal team in federal contracts bidding. This position will also contribute to IMSG's other business needs. This position is located in Rockville, Maryland. Remote work will be accommodated, as long as productivity is ensured. The ideal candidate will have a scientific or engineering background and experience with the contracts bidding procedures and proposal development processes, and understand science and technology focused organization. The individual must have excellent communication skills and be able to work well with company senior management, program managers, science and technology SMEs, IT professionals, as well as HR and administrative personnel.
REPONSIBILITIES (but are not limited to):
• Work with the Capture Manager to manage the proposal process from digesting RFI, draft RFP, and final RFP requirements, to developing response strategies and responding with full proposals.
• Lead/assist the proposal strategies for technical solution, staffing, management, as well as other commonly required components, and assist in business development (as applicable).
• Orchestrate the proposal development process including managing schedule, making writing assignments, quality control inputs, organizing reviews, carrying out revisions, and ensuring delivery timelines.
• Communicate and coordinate with team partners for timely and relevant business intelligence and proposal inputs.
• Lead writing of critical proposal sections that have technical depth.
• Coordinate with company senior management and make recommendations for bid/no-bid decisions.
• Step up as Capture Manager, as situation demands.
REQUIRED/DESIRED QUALIFICATIONS:
• Masters or above Degree in Earth science disciplines (including but not limited to Atmospheric Sciences, Numerical Modeling, Geophysics, Remote Sensing) or closely related fields; or B.S. with over 15 years of experience combining technical development, business development, and program management.
• Familiar with Federal agencies that have core environmental monitoring, R&D, and/or forecasting capabilities such as NOAA, NASA, USGS, FAA, USDA, DOE, DOD, etc.
• Solid experience with industrial proposal writing, with proofs of winning proposals.
• Knowledgeable in science, data, and technology in earth science research and application domains
• Familiarity federal government contracting, task performance, and task management.
• Skillful in using reporting and analytical tools such as MS production suite, MS SharePoint, Google Sheet, SmartSheet, or similar, to clearly communicate ideas, processes, outcome, as well as risks and mitigation.
• An outgoing and friendly personality with strong interpersonal skills.
• Excellent communication and presentation skills.
• PMP certification is preferred.
