Guzman Energy has Market Based Rate Authority to buy and sell power in WECC and in and out of organized markets. Guzman interacts extensively with market rules and Transmission Open Access Transmission Tariffs (OATTs) and the evolution of markets in Colorado, New Mexico and throughout the west.
This job will require analytical skills and collaboration across Guzman’s business units (customer origination, supply procurement and development, and utility operations) to understand, advocate for and advance company goals while ensuring a level playing field.
Job is based in Denver, CO and will be expected to work in the office Monday-Thursday with the option to work remotely on Fridays.
Salary commensurate with experience and title:
- Vice President: $280-320k
- Director: $ 205-225k
This job will report to the Chief Commercial Officer
Responsibilities:
- Understand and advance the company’s interest in non-discriminatory treatment under OATTs and in evolving markets
- Identify and evaluate the business impact of transmission tariffs, rulemakings, market development, regulatory processes and other key dockets
- Understand and engage with requirements for customer Network Integrated Transmission (NITs) rights, point to point transmission, the transfer of existing physical rights into financial instruments (e.g. firm transmission rights (FTR) and congestion management tools) in an organized market, capacity accreditation rules for various resources, ancillary service and other regulatory requirements
- Participate in stakeholder process and advocacy for market development including WEIS, WEIM, EDAM, SPP-West, Markets+
- Design and execute advocacy strategies with stakeholders, PUC, FERC and others as needed
- Participate in essential dockets in front of PUC and FERC, utilizing external counsel and managing budget as needed
- Inform external political relationships and outreach with analytical and strategic planning
- Follow and synthesize Integrated Resource Plans (IRP) dockets of key utility players
- Collaborate with business units to advance goals and rules that enable the company to thrive and ensure non-discriminatory treatment under transmission providers and markets
- Analyze and translate regulatory requirements into business impacts
- Communicate key elements of market and regulatory proceedings and advocacy strategy to executives to inform decision making
- Other duties as assigned
Minimum requirements:
- JD from accredited law school preferred or other relevant degree and/or experience
- At least 7 years (for Director level) in the utility industry working in RTOs, transmission administration, regulatory agencies or applicable industry engagement
- Robust analytical skills
- Ability to clearly communicate in writing and orally
Essential Physical Abilities:
- Ability to meet highest attendance requirements
- Ability to communicate effectively, both written and verbally
- Ability to handle multiple assignments on a timely basis with a high degree of accuracy
- Ability to use personal computer, calculator, etc.
- Ability to lift 20-30 lbs.
