The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
EOTSS is seeking a dedicated and skilled individual to join our team as a Project Data and Reporting Analyst. Reporting to the Director of Portfolio Management, the Project Data and Reporting Analyst will play a crucial role in managing and reporting Enterprise PMO (EPMO) data for large-scale technology projects.
The Project Data and Reporting Analyst will oversee EPMO data systems and reporting frameworks, guaranteeing the integrity and precision of data. The ideal candidate will transform raw data into structured information, which will then be analyzed to glean insights that drive strategic business decisions. This is a multi-faceted role that requires a blend of technical and analytical skills that will support project stakeholders from across the organization in analyzing project data, designing project dashboards, and generating executive level ad-hoc and standardized reports to convey the health and status of key projects.
This position is a full-time contract opportunity. The primary work location for this role will be 1 Ashburton Place, Boston, MA, 02108. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Duties and Responsibilities:
- Work primarily with the EPMO and different departments to develop and sustain complex dashboards in Power BI and other reporting that enables key stakeholders to make business decisions.
- Proactively contribute to reporting standards, and ensure monthly reporting is reliable, accurate and released to the right people on time, every month.
- Verify the logic of reports and other outputs.
- Develop and maintain the reporting system, presenting insights at a weekly forum in standard dashboard format (Microsoft Power BI, ServiceNow Strategic Portfolio Module, and SharePoint communication site).
- Create and maintain technical solutions to design (including PMO templates), integrate and manage data from disparate source systems to the backend systems to support EPMO business operations and provide management metrics for reporting.
- Transform raw data into understandable and actionable information and develop policies and procedures for data collection and analysis.
- Assist with the maintenance of the EPMO SharePoint communications site.
- Stay updated with the latest data analysis tools and techniques.
- Research and report on data-management best practices, including in the areas of governance, storage, privacy, and reporting.
Preferred Knowledge, Skills, and Abilities:
- Minimum of five (5) to seven (7) years of experience understanding and interpreting data, and creating reporting systems that inform decision-making processes. Eight (8) plus years of experience is preferred.
- Practical experience in data analysis, reporting, and visualization.
- Proficiency in Microsoft Power BI, and strong experience with other relevant Microsoft tools such as SharePoint and Excel.
- Exceptional analytical and problem-solving skills that allow for the development of data-driven reports.
- Strong understanding of project management methodologies, tools, and techniques.
- Ability to work independently and in a team environment with team members, peers, management, and business stakeholders.
- Excellent communication and presentation skills with the ability to effectively translate technical and non-technical information (both written and verbally) to all levels of staff, business partners, and customers.
- Demonstrated ability to manage time and prioritize projects to meet deadlines.
- Strong intellectual curiosity; a demonstrated drive to master new skills, systems, and subject matter.
- Experience with Service Now, particularly the Strategic Portfolio Management (SPM) module and Power Automate is desired, but not required.
- Government or public sector environment experience is desired, but not required.
