Reporting to the Chief of Staff, the CHOICE Neighbor Initiatives (CNI) Program Director will manage and ensure coordination of all Sharswood/Blumberg and Kingsessing/Bartram Village Transformation Plan-related activities of the implementation team, which includes other Philadelphia Housing Authority (PHA) Departments, the City of Philadelphia, and PHA’s development, education and supportive service partners.
The CNI Program Director will develop, implement and monitor detailed work plans, budgets, reporting systems and communication protocols to ensure timely completion of Transformation Plan goals, adherence to budget, achievement of fundraising targets, compliance with Housing and Urban Development (HUD) organization and other regulatory agency requirements, and fulfillment of partner commitments. Also, the CNI Program Director will oversee, manage, and coordinate the components required of the Yorktown/Harrison Planning Grant by working with various internal and external stakeholders, including but not limited to other PHA departments, the City of Philadelphia, the Resident Advisory Board, residents, the community, and supportive service partners. The CNI Program Director will perform other duties as assigned.
Salary: $102,189.60-$153,284.40
Qualifications
Required Education and Experience
Master degree in a related field and a minimum of five years of directly related experience; at least two years of experience in urban planning, real estate development, affordable housing, community development or social work administration is required; experience supervising, coaching and developing staff is required. An equivalent combination of education and experience may be considered.
Experience in Housing and Urban Development (HUD) and/or federal grant management and reporting

Responsibilities
Essential functions
Communicates and collaborates with public housing residents, other neighborhood residents and community stakeholders, ensuring that the community is kept informed of project activities and facilitating an ongoing dialogue on Transformation Plan goals, objectives and strategies.
Develops, periodically updates and regularly monitors work plan(s) encompassing all tasks required to complete the Transformation Plan and the CNI grant.
Reviews and communicates work plan with Principal Team members, and provides regular work plan progress reports, proactively identifying issues and challenges that may impact deadlines.
Coordinates communications with HUD as needed to secure necessary approvals for work plan documents including completing required HUD work plan forms.
Develops, periodically updates and regularly monitor CNI grant and related Transformation Plan budgets (including leveraged funds).Reviews and communicates budget documents with Principal Team members, and provides regular reports on planned vs. actual budget performance, proactively identifying issues and challenges that may impact adherence to budget targets and/or completion of the work.
Develops, implements and monitors reporting systems to track project activities and outcomes including work plan and budget tasks noted above, as well as other supportive service, Critical Community Improvements (CCI) and/or other Transformation Plan activities and outcomes.
Convenes meetings, prepares memoranda and works collaboratively with PHA’s internal team to ensure full vetting of options and issues, along with strategies to address requirements associated with Transformation Plan and CNI grant implementation.
Consult and collaborate regularly with PHA staff from the Executive Office, Capital Projects Department, Resident Programs and Partnerships Department, Finance Department, Office of General Counsel and other areas.
Proactively works to identify emerging issues of concern related to grant progress, regulatory compliance, funding availability, community engagement, partner relationships and other related areas.
Organizes and coordinates community events, media activities and communications to promote awareness of project activities and objectives, solicit input on new and emerging issues and provide opportunities for community feedback on the Transformation Plan.
Coordinates and oversees communications and reporting with HUD including required grant reporting, site visits, formal and informal inquiries from HUD regarding project status.
Supervises the CNI support staff to ensure they carry out the responsibilities and functions required of their position, in support of the CNI grants.
Pursues future CNI grant opportunities in support of PHA’s ambitious development agenda.
