Medical Data Analyst/Medical Economist

Minimum Qualifications
PhD, DrPH, MD, etc. required
At least five (5) years of experience conducting analysis on health or medical records. High proficiency in Statistical Analysis Software (SAS) including analysis of complex medical and surveillance system data. Knowledge of electronic disease reporting and surveillance data preferred.
Description of Duties
This contract staff will be responsible for data collection and HIV laboratory-based reporting. Will assist in developing and implementing data quality assurance processes, monitoring and evaluating performance of surveillance reporters.
The responsibilities of this position are to:
· maintain, evaluate, and ensure quality of laboratory reports
· perform data analysis using SAS and produce statistical reports (using MS Office Word, PowerPoint, Access, and Excel)
· review data to ensure data quality
· review procedures for the collection and reporting of data (data requirements); institutes methods to monitor information received in regard to timeliness, completeness and accuracy; designs/revises and assists with the implementation of data-related policies and procedures as needed to meet state and federal requirements.
· distribute data in compliance with existing polices and regulations, transmit data to the Centers for Disease Control and Prevention, and
· provide HIV/AIDS expertise and training support upon request
· ensure that all provided HIV/AIDS and public health consultative services meet national surveillance standards of practice and timeliness.
This resource will identify, create and maintain a list of laboratories currently reporting HIV surveillance data and to ensure lab reporting is in compliance with disease reporting requirements. This resource will establish relationships with laboratories to ensure newly offered laboratory tests are being reported correctly in the disease surveillance system and that test results currently submitted meet data quality standards.
PREFERRED EXPERIENCE
· Extensive experience in Base SAS
· Data formatting, capture, search, retrieval, extraction, classification and information filtering techniques.
· Experience with public/open data and social media platforms.
· Experience with data mining architectures, modeling standards, reporting and data analysis methodologies.
· Experience with data engineering, database file systems optimization, API’s, and analytics as a service.
· Experience with GIS, spatial data and graph database.
· Experience working in the healthcare industry.
· Experience with disease surveillance systems and electronic laboratory reporting.
· Knowledge of HIV surveillance and prevention activities.
