JOB DESCRIPTION:
SCOPE OF WORK
- The Project Leader is in charge of the project oversight; from shaping the approach to achieving the desired outcomes through delivery of the final product. The position will be responsible for the following:
- Leading and developing the overall approach for the project, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes.
- Identifying and creating an executive steering committee and working groups.
- Partners with the executive sponsor to communicate project goals, objectives and potential outcomes.
- Leads regular interactions with the executive sponsor to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the project outcome.
- Establishes and ensures appropriate governance functions and plans for the project in accordance with enterprise policies, practices and on behalf of the executive sponsor or senior responsible owner.
- Develops and controls the project budget and manages expenditures within agreed spending plans.
- Ensures and balances the availability of the required skills and competencies across project teams within the project.
- Leads the development and maintenance of stakeholder mapping, communications and reporting.
- Acts as an advisor and builds and maintains relationships across the wider stakeholder community.
- Leads the oversight of projects’ execution, their progress compared with the plan and the production of agreed deliverables.
- Vendor management - coordinate, facilitate, track deliverables, negotiate, and cultivate relationships.
- Monitors and coordinates dependencies across the sub projects in the project and resolves conflicts.
- Supports and facilitates agenda setting for project committee/board meetings.
- Will be responsible for assisting with project management documentation, project plans, request for proposals, service level agreements, and Technology Investment Notification (TIN) development as requested/required.
- Assist agency with other ongoing projects as required.
- May require regional travel between various State offices located in the greater Reno-Carson-Tahoe areas as needed.
- Create and conduct presentations as needed.
EXPERIENCE & SKILLS REQUIRED
- Ten or more years of experience in managing large-scale government projects of varying length and complexity.
- Five to seven years in diverse roles with leadership responsibilities across major projects and programs.
- Substantial consulting leadership experience.
- Demonstrated experience in collaborating and supporting senior leadership.
- Demonstrated experience in leading diverse teams.
- Demonstrated experience in managing both internal and external stakeholders.
- Demonstrated experience in vendor management.
- Demonstrated experience in project management to ensure that projects are completed by the scheduled due date in accordance with project specifications and requirements and within the project budget.
- Demonstrated experience in writing request for proposals (RFP), conduct and document alternate analysis, and risk management.
Knowledge and Skills:
- Exceptional leadership skills, with the ability to develop and communicate the project objectives, inspire and motivate staff, and maintain alignment with the business strategy.
- A high level of empathy and the ability to vary styles of interaction to match the needs of a variety of temperaments and personalities.
- Excellent verbal and written communication skills, including the ability to explain and “sell” the project goals and objectives to the business, as well as, technical leadership.
- Strong business acumen, including tax/revenue and domain-specific knowledge of the organization and its business units. Familiarity with industry trends and innovation.
- Ability to execute projects and deliver them with financial and resource constraints.
- Experience with at least one project/program management methodology, such as:
- The Project Management Institute’s Project Management Body of Knowledge (PMI PMBOK)
- PRINCE2
- Agile (SCRUM)
- Managing Successful Programmes (MSP)
- SAFe
- Experience of project planning tools, such as Microsoft Project, JIRA, and Microsoft Office (PowerPoint, Visio).
- Deep understanding of:
- Current and emerging web technologies.
- How other organizations are employing and using current and emerging technologies to drive digital business.
A bachelor’s or master’s degree in computer science, information systems, business administration, public administration, or a related field, or equivalent work experience.
EXPERIENCE & SKILLS DESIRED
- Experience in project planning of any Information Technology projects, including application development, system implementation, and modernization projects.
- Industry recognized project/program management certification.
- Experience in identifying data cleansing and migration tools and techniques to ensure faster implementation of modernization projects.
- Experience in understanding accounting and budgeting principles.
- Experience in reading and interpreting government statutes and regulations
DELIVERABLES
- Create, modify, and track all required documentation and relevant plans.
- Guidelines to establish change management plan and framework for prioritization.
- Identify required resources and assist in creating a project(s) plan.
- Prepare request for proposal(s) and Technology Investment Notification.
- Prepare training materials and presentations as needed.
- Perform other project related tasks as required by the agency.
- Ensure proper stakeholder management
