Job Summary:
Under the general direction of Administrative/Site Director of the Laboratory and in conjunction with the Medical Director, is responsible for supervising the daily operation of the section of the laboratory or oversee site specific technical operations. All duties will be performed in accordance with established policies, procedures, and standards and will comply with all criteria mandated by appropriate accrediting and licensing agencies.
Position supervises the daily activities of the department/section including but not limited to staff scheduling, timecard review/approval, training/education, competency and proficiency testing, and associate evaluation/review. In addition, assists in the following: cost analysis, method evaluations, equipment preventative maintenance, document control/record maintenance and all quality assurance of the department/area of responsibility. Assist administrative staff in developing/reviewing policies, procedures, and Process Improvement for the laboratory.
Position provides leadership and guidance to section staff in goal setting, problem solving, resource management, and outcome achievement.

Job Description:
Human Resource Tasks:
- Assists in hiring, orientation and evaluation of personnel within the department to maintain competent and reliable staffing in accordance with "Evaluation of Performance" policy.
- Oversee that annual assessments/competencies on all employees are performed in a timely manner.
- Enhances professional growth and development of self, department staff, other hospital personnel, community, and students by participation in continuing education, in-service training, and/or involvement in the Medical Laboratory Science Program.
- Obtains required CE's including management.
- Ensures departmental staff has obtained required CE's.
- Establishes training programs to meet the needs of the department in Technical Work, Safety, and Quality.
- The associate must be able to demonstrate the knowledge and skills necessary to provide services based on the applicable principles of growth and development over the life span.
- Assures department personnel (including self), follow, and demonstrate knowledge of applicable safety and health rules, guidelines, procedures of the Organization's Safety and Infection Control policies.
- Coaches, mentors, and supports staff.
Quality Assurance:
- Supervisor assists in the development of the QC and QA Program. The supervisor is responsible for assessment, documentation and communication of Non-Conforming Events and improvements of the QC program.
- Evaluates quality control protocols to comply with all Federal and State regulatory standards and assures procedures are performed and recorded accurately within these standards.
- Determine quality control protocol to be used to comply with all regulatory standards, oversees that it is followed and evaluates the results.
- Oversees that the quality control protocol is followed by all testing personnel and evaluates the results.
- Gathers/provides QC and QA data for departmental, shift or laboratory reporting.
- Participates in and meets all regulatory requirements to include but not be limited to JC, CLIA and CAP.
- Maintains/ assists in proficiency testing and competency assessments for the employees in the responsible department/work area.
Equipment for Test Methodology:
- Evaluate and maintain equipment, supplies and procedures to remain current, and cost effective in providing quality patient care.
- Monitor equipment in use for safety consideration as well as longevity of the instrument.
- Collaborates with committee members, lab leaders, and medical director in selection of appropriate technology for clinical or nonclinical use.
- Responsible for the acquisition and maintenance of equipment and supplies.
- Assures validation testing is performed as appropriate for equipment and test kits before initiating new procedures.
- Responsible for the writing and updating department procedure manuals.
Communication/Customer Service:
- Works with the internal and external healthcare associates to determine and monitor the needs for the medical center and or the community
- Is available for questions and consultation concerning technical personnel issues and initiates corrective action through use of good communication and human relation skills.
- Readily communicates any information concerning issues pertinent to department staff and department director in a timely manner.
- Available for questions and consultation concerning billing, diagnostic, technical, and personnel issues and initiates corrective action through use of good communication and human relation skills.
- Implements the Organizations' values using communication skills and human relations to promote quality Patient care and a productive and pleasant work environment.
- Works with Outreach to ensure that the client needs are being met.
- Responsible for Service Recovery through monitoring of inpatient and outpatient satisfaction surveys.
Department Operation:
- Creates action plans and follow through related to HCAHPS performance monitors.
- Understands principle involved in assigned procedures and applies this knowledge to the clinical situation. Functions in a technical role for which have been trained.
- Resolve technical problems and ensure remedial actions are taken whenever test systems deviate from the laboratory's established performance specifications.
- Review all reports and/worksheets daily for clerical/technical errors or omissions and oversee corrections. Reviews all corrected reports or delegates review.
- Manages Supply Expenses including Board Hours for each a associate and insures compliance with budgeted overall expenses on a monthly basis. Adjusts expenses depending on the needs of the section or general laboratory.
- Assists with the development of the Operating and Capital budget by maintaining an up-to-date list of monthly expenses by vendor and developing a five year plan for development of new technology or process.
PERFORMANCE IMPROVEMENT
- Make changes in the processes as indicted by results of CQI or RCA study.
- Participates in the CQI program in accordance with the CQI policy.
- Perform review as developed in CQI policy.
- Assists in the Development of CQI program for departments and assures its completion and implementation.
- Gathers CQI and data for departmental or shift reporting.
- Participates in and meets all regulatory requirements to include but not be limited to JC, CLIA and CAP.
Performs other duties as assigned
Education, Credentials, Licenses:
Baccalaureate Degree
Medical Laboratory Scientist with ASCP Certification OR
Equivalent (HEW/HHS Certification) with a minimum of 3-5 years progressive experience in specialty area or general Laboratory
Specialized Knowledge:
- Supervisory experience
