Marketing Statement
Under general supervision of the Executive Vice President of Resident Programs and Partnerships, the Director – Place Based Programs provides guidance and direction for HUD funded place based initiatives including PHA’s CHOICE Neighborhood Initiatives. The Director oversees the development of social and supportive services that will be administered to residents participating in programming. This includes conducting need assessments for residents and tracking progress according to individual service plans, making referrals to service providers, working creatively to address the needs of the community and utilizing the expertise of local churches, schools, law enforcement agencies youth groups and other agencies involved in enrichment and education in order to meet the needs of program participants. The Director, Placed Based Programs will perform other duties assigned.
Salary: $85,158-$90,480
Qualifications
Required Education and Experience:
Possession of a Bachelor’s degree in Social Services, Psychology, Family Services or a directly related field; AND Five (5) or more years social service program management experience; experience developing, coaching and overseeing staff; experience managing social service programs; a minimum of nine (9) or more years of social service program management experience may be considered in lieu of a bachelor’s degree.
Preferred
Familiarity with HUD regulations and standard operating procedures; Master degree in social services or a directly related field.
Required Knowledge of:
- Principles and practices of social service program administration.
- Drug and Crime prevention education programs.
- Development, planning, implementation and assessment of self-sufficiency programs.
- Methods, procedures, and standards for maintaining vendor and client records.
- Principles and practices of management, organization and administration.
- General office practices and equipment.
- Standard computer software applications.
Required Skills and Abilities:
- Ability to ensure compliance with regulations governing referral services operations.
- Demonstrated ability to cultivate and maintains cooperative relationships with service providers, PHA staff and the general public.
- Ability to operate a personal computer utilizing standard and specialized software.
- Ability to stay abreast of new trends and innovations in the field of social programming for public housing residents Effective verbal and written communication.
- Ability to maintain confidentiality of work-related issues and PHA information.
- Ability to interact with individuals of different social, economic, and ethnic backgrounds.
Supervisory Responsibility:
- Will supervise 11 to 20 employees
LICENSE AND CERTIFICATION REQUIREMENTS:
- Requires possession of a valid C Driver’s License.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a standard office environment with limited travel required.
Responsibilities
ESSENTIAL FUNCTIONS
- Oversees the communication process with management, residents, neighbors and the community at large through educational programs directed at building self-esteem, positive parenting styles, home management skills; and communication skills with people of different social, economic, and ethnic backgrounds.
- Provides direct supervision to managers responsible for coordinating of each place based program and coaching, and direction to teams who are in field and provide programming.
- Oversees service provider contracts, ensuring that goals are being met and providers are in compliance.
- Works cross functionally to connect programming and services for PHA residents.
- Manages the reporting process as well as data collection regarding the implementation of services to residents as required by funders.
- Participate in conferences and events representing PHA and the funded initiatives.
- Manages spending and budgeting of projects, work with PHA’s grants and finance teams to ensure that PHA is in compliance with expectations and meeting outcomes.
- Oversees the planning process for social services and programs and coordinates volunteer opportunities for residents, partners with outside service agencies and negotiates affordable services
