The Director of Public Safety Technology is responsible for the direction of the Law Enforcement Technology, Public Safety Communications Services and Physical Security Technology divisions within Universal Services. The Director oversees development of enterprise standards and technology architecture, technology evaluation and transfer, the IT governance process for the respective divisions and manages strategic vendor and partner relationships.

Duties & Responsibilities
Administers and maintains the Texas Wide Area Radio Network (TXWARN) Land Mobile Radio Network (LMRN).
Leads the functional areas of public safety communications infrastructure and field operations, law enforcement technologies including mobile CAD/RMS, eCitation tools, physical security technologies including access control, security video and monitoring, and all-hazards support; to deliver secure, reliable, and scalable infrastructure and services.
Provides overall strategic direction and vision for divisional staff by developing, implementing and communicating information technology strategy related to public safety technologies, mission critical communications services, physical security technologies and all-hazards technology response.
Sets policies, procedures, technical standards, methods, and priorities to ensure compliance and allow state and local information compliance and industry best practices for public safety technology.
Leads overall public safety technology and internal/external business partner strategy and formal jurisdictional relationships including vendor contract technical support, Interlocal agreements and memorandums of understanding.
Supports All Hazards incident liaison and training operations with County Office of Homeland Security and Emergency Management and other regional and state response agencies.
Oversee radio tower and frequency propagation operations.
Experience:
Typically has 15 or more years of IT and business/industry work experience including architecture design and deployment, systems life-cycle management and infrastructure planning and operations, with 8 years of leadership experience in managing multiple, large cross-functional teams or projects, and influencing senior level management and key stakeholders.
Knowledge, Skills and Abilities
Must possess excellent interpersonal and written/oral communication skills. The ability to interact with staff at all levels. Strong knowledge of personal computers and various software. Knowledge of public safety, emergency preparedness and risk management. FEMA certified. Proficient in incident command system (ICS) protocols. Must posses extensive knowledge of the Land Mobile Radio (LMR) maintenance and repairing of electronics such as radios, communications switches, Land Mobile Radios (LMR), towers, repeaters and antennas. HAM Operator licensed strongly desired.
Position Type and Typical Hours of Work
Full-time. May be required to work more than forty hours during the workweek or on weekends when special projects or deadlines need to be met.
Required Education / Experience
Bachelor's Degree in Computer Science, Information Systems, Engineering, or other related field or equivalent work experience.
Master's preferred.
Certifications:
FEMA certification is not mandatory (but has to be earned within the 1st year)
