Job Title: Business Analyst
Location: Tallahassee, FL 32301 - Hybrid (3 days per week)
Project Duration: 30 months

Responsibilities:
The activities the candidates will be tasked with include, but are not limited to the following:
1. Research and understand FDOT business processes and their inter-relationships.
2. Facilitate joint analysis workshops with the business units.
3. Gather and document business and technical requirements.
4. Coordinate and lead the activities of the development team in partnership with the Project Manager and Architects.
5. Development of requirements documentation such as Use Cases, Requirements Traceability Matrices, Test Plans, etc.
6. Coordinate and oversee the User Acceptance Testing and Regression Testing.
7. Track bugs and backlog items using Microsoft DevOps.
8. Provide at least weekly updates to the Project Management Team.
Perform oversight reviews of deliverables for compliance with department standards.
Project Scope:
The advanced business analyst is a member of a full lifecycle agile development team. They will be expected to work across multiple business units to perform business and systems analysis activities and tasks. They will provide oversight for development team activities. They will work directly with subject matter experts (SME) and other stakeholders to ensure requirements are thoroughly documented, tested, and achieved. They will be involved, and work in concert with other team members, to analyze, design, implement, and test solutions.
Required Qualifications:
1. A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required.
2. Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.
3. Proficiency in gathering and converting Business Requirements into Use Cases, Process Diagrams, Test Cases, and other analytical documents is required.
4. Proven ability to collaborate directly with the development team for swift and clear comprehension of Business requirements and bug identification is required.
5. Experience with Microsoft DevOps is required.
6. Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is highly desired.
7. Certified Business Analysis Professional (BAP) or Certified Scrum Master (SCM) is highly desired.
8. Experience with directing and managing project resources is highly desired.
9. Knowledge of change and release management is highly desired.
Experience with Microsoft Power BI is highly desired.

1. Business Analysis: Ability to perform detailed research, business analysis, as-is and to-be analysis, process modeling. Use of software tools is required and include, but are not limited to, MS Word, MS PowerPoint, MS Excel, and SmartDraw.
2. System Analysis & Design: Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques.
3. Facilitation: Ability to expertly facilitate workshops and meetings with stakeholders.
4. Technical Understanding: Technical knowledge and understanding of IT infrastructure and software development practices and techniques.
