Job Title: OAR II (Owner's Authorized Representative II)

About the Job:
PMCS Group, in collaboration with the Los Angeles Unified School District (LAUSD), seeks a highly skilled OAR II (Owner's Authorized Representative II) who will manage complex commercial and public/educational facility construction projects. This pivotal role ensures adherence to high standards of quality, budget, and schedule.
Key Responsibilities:
- Manage all phases of assigned projects from pre-construction through to close-out.
- Review pre-construction documents and provide critical feedback to the Design team.
- Prepare comprehensive reports for upper management, detailing project status and milestones.
- Coordinate with relevant public agencies and LAUSD stakeholders throughout the project lifecycle.
- Monitor project budgets and schedules, ensuring alignment with LAUSD's qualitative standards.
- Supervise contractor activities, review schedules and submittals, and address inquiries promptly.
- Negotiate and review Contractor Change Orders to maintain project integrity and schedule adherence.
- Administer Professional Service Agreements and coordinate delivery of project-related items.
- Ensure compliance with Division of State Architects (DSA) certification and project financial closeout.
- Perform additional duties as assigned to support successful project outcomes.
Minimum Qualifications:
- 15 years of full-time professional experience in Construction or Project Management, with 5 years managing projects exceeding $20M.
- Bachelor’s degree in Architecture, Engineering, or Construction Management, or equivalent experience.
- Recent experience leading educational or large-scale commercial/public agency projects.
- Strong leadership skills and ability to manage diverse project teams and stakeholders.
- Excellent communication skills, both verbal and written, with a focus on client relations.
- Proficiency in project management tools such as RFI/Submittals and Building Information Modeling (BIM).
Preferred Qualifications:
- Experience in Design Build projects and familiarity with LEED or CHPS certifications.
- Knowledge of Division of the State Architect (DSA) construction/design processes.
- Understanding of Safety and OSHA regulations (OSHA 30 minimum).
- Valid Certification as an Architect or Professional Engineer in California.
- Valid Construction Manager (CCM) credential by CMCI.
