Job Description

The CLIENT Services is responsible for developing, implementing, maintaining, and obtaining multiple mission critical application and technology services and solutions for the CLIENT.
The Department seeks a highly motivated individual with prior experience in enterprise level IT end user support technologies and project management. Candidate should have the skills to manage projects for technical operations projects, hardware and infrastructure installations, software distribution solutions, and procurement projects with State of SC contract vendors.
Required Education:
• Associates degree and 4 years’ experience
OR
• Bachelors with 3 years’ experience
Required Certifications:
• Some formal (documented) project manager education/training with certificate of completion; does not have to be PMI, but PMI preferred.
Required Skills (Rank In Order Of Importance):
• 7+ YEARS OF experience in information technology projects required.
• Knowledge of Microsoft Operating Systems, Microsoft Azure, and Microsoft Ms365 Services. 6 + Years
• Knowledge and Experience with Application, Database, Messaging, Or Web Server System Projects.
• Knowledge and Experience with Information Technology Equipment Refresh Projects.
• Ability to Communicate the Design and Implementation of a Project Management Methodology and Reasons for Implementation Decisions.

DAILY DUTIES / RESPONSIBILITIES:
Candidate should be capable of creating and managing it equipment and service deployment projects and providing project documentation for CLIENT division of technology services’ applications and network operations and data center services teams. Must have extensive project experience for equipment and device deployments, implementing service changes, and deployments within Microsoft’s ms365 and MS azure environment. Experience with planning and implementing schedules for physical installation of equipment utilizing in-house and vendor resources required. Must have experience with building strong relationships with leadership, internal agency staff, and vendors. Candidate should have extensive knowledge and expertise in project management, resource allocation, logistical planning, and project management tools. Candidate will work with the IT director, and report to the director of network operations and data center services.
MAJOR RESPONSIBILITIES OF THIS POSITION INCLUDE THE FOLLOWING:
• Interact with technical support teams, software engineers, and technical leaders to understand service specifications and recommend project management processes to best facilitate efficient and effective system deployments and service changes.
• Coordinate with CLIENT subject matter experts and managers to prioritize, implement, and complete projects at CLIENT and ensure that staff understand and follow designated federal, state, and agency requirements and specifications and relevant policies.
• Work with program area customers requesting technical projects to gather requirements or use cases and document the benefits they are looking to realize with the project.
• Ensure that project objectives and timelines are clearly defined by business owners, documented, and communicated in a consistent and effective manner.
• Incorporate effective change and risk management controls for it projects.
• Partner with it and program managers to define opportunities for service and system changes, to identify and prioritize projects based on predefined criteria (mission support, productivity, compliance).
• Responsible for improving project delivery on projects defined within the approved it portfolio, identifying barriers that may impede project completion by CLIENT teams and contracted vendors on time, within budget, and to an agreed quality level.
• Participate in efforts to share project management expertise within the organization, mentor business analysts and program managers to improve knowledge transfer and adoption of project management methodologies.
• Perform tasks efficiently and work together with teams to ensure project success.
DAILY DUTIES WILL INCLUDE:
• Establish and maintain contact with the project sponsors/clients, it teams, and vendors through email, phone calls, and teams/SharePoint updates.
• Meet with DTS technical leads, subject matter experts, and program staff (some in person, primarily using ms teams) to establish concrete detailed plans for a project, including the proposed schedules and required deliverables, and any internal or external business drivers or deadlines that may impact the project.
• Collaborate with technology managers to identify technology team(s) and staffing required for successful completion of the project, establishing an initial estimate of the number of staff hours requested/required to complete.
• Manage and update project plans and reports during project lifecycle.
• Identify and communicate project requests or tasks that may create potential project conflicts, impact, or changes to mission critical services and/or projects.
• Maintain project tracking (MS project, teams, SharePoint) to monitor and log existing projects and project status, and track requests to initiate new projects, including a project backlog.
• Update and manage SharePoint/teams site to log and manage project information for existing and proposed projects, tracking requests and project backlogs.
• Identify and document resource needs, skill sets, and training needs for the projects (technical and non-technical) that are necessary for program staff to successfully complete and implement a service or solution.
Candidate will be part of a multi team environment and must have the ability to work as part of those teams and must have the ability to support multiple tasks at the same time, in a fast-paced, dynamic environment. The candidate will work closely with technical teams and should be able to provide knowledge transfer and informal training to peers where appropriate.
This employee will support multiple implementation projects. For those projects where the candidate is assigned the lead role, the candidate will be responsible for managing projects from start to finish, defining the scope, driving, and defining requirements, building consensus among internal and external teams to create and deliver the appropriate solution, and working the solution from end-to-end. The candidate must be able to work with technical peers and end users, communicate clearly, and meet deadlines.
