The Cook County Department of Enterprise Technology is seeking a Director of Enterprise Data Strategy, Governance, and Analytics to join our team. This person will be responsible for managing the team staff and executing identified priorities and initiatives aligned with the Chief Data Officer’s (CDO) vision for enterprise data governance and data-driven decision-making.

Located in the Loop District of downtown Chicago, one of the most formidable business districts in the world, the area has an astounding number of cultural foundations, stunning parks such as Millennial Park and Maggie Daley Park, steps away from the Chicago Riverwalk, award-winning restaurants, and plenty of shopping! ROLE SUMMARY
The Director of Enterprise Data Strategy, Governance, and Analytics will report to the Chief Data Officer (CDO) and will be responsible for managing the team staff and executing identified priorities and initiatives aligned with the CDO's vision for enterprise data governance and data-driven decision-making. The Director will work with the CDO, Chief Information Officer (CIO), Chief Performance Officer (CPO), county-wide IT leaders, and business unit leaders to optimize the use of data in setting and driving the President's agenda along the key policy areas. The Director will develop methodology enabling consistent application and utilization of data analytics and advance a culture of leveraging data to identify trends and support performance management.
KEY RESPONSIBILITIES AND DUTIES:
Lead the development of the County's data strategy and work with stakeholders, both internal and external, to drive awareness and constructive usage of data.
Manage and enhance the County's data governance efforts, including defining standards and coordinating how the County offers Application Programming Interfaces (APIs).
Identify various sources of data to drive business innovation throughout the organization and manipulate data to inform executive policy decisions.
Analyze and interpret data to provide suggestions for improving processes and better achieving desired outcomes with County programs and policies, using techniques such as data mining, statistical analysis, and modeling, especially related to social science.
Work with stakeholders county-wide to engage in predictive analytics, create and optimize dashboards and other tools, and further the use of data to better deliver responsive services to County residents.
Assist with the organization and leadership of a Data Governance Council (DGC) to apply the precepts of data principles, standards, policies, and guidelines across all County bureaus, agencies, and departments.
Oversee the integration and staging of data as well as the development and maintenance of the data warehouse and data mart.
Collaborate with other departments, teams, and vendors to identify, develop, and maintain data tools and systems.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to have strong attention to detail as well as strong analytical and organizational skills.
Ability to utilize data analysis and visualization software such as SAS, SPSS, Python, R, Excel, Tableau or Power BI.
Knowledge of current computer and electronic data processing systems and technology solutions to business problems.
Advanced mathematical skills and knowledge of probability and statistics.
Ability to plan, direct and coordinate operational details and projects.
Ability to estimate resource requirements (staffing and system equipment) as well as estimate the cost of maintaining production services.
Excellent verbal and written communication skills with demonstrated management and leadership abilities.
Ability to work with complex and undefined datasets.
Knowledge of budget planning/tracking and contract/vendor management.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor’s degree (or higher) PLUS a minimum of three (3) years of experience in data analysis, data mining, data visualization, or data management AND one (1) year of prior supervisory, managerial or project management experience OR, an equivalent combination of professional work experience, training, and education.
PREFERRED QUALIFICATIONS:
Two (2) years of supervisory, managerial or project management experience.
Experience with Microsoft Excel, Tableau, Power BI, Socrata, SQL or similar Business Intelligence (BI) technologies.
Experience with SAS, R, SPSS, Python, or similar scripting languages.
Three (3) years of experience in the public sector or a large governmental organization completing data analysis and reporting to support decision making.
Experience generating public-facing reports.
Experience with implementing data governance initiatives.
PHYSICAL REQUIREMENTS:

RESIDENCY REQUIREMENT:
Pursuant to the Shakman Consent Decree, Supplemental Relief Order ,and the Cook County Personnel this position is exempt from the County’s career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
