The person in this position will be responsible for overseeing a diverse range of projects and assignments, including those that are large, strategic, or complex, within the water and wastewater engineering and construction sectors. This encompasses all aspects of public and private water supply treatment and distribution systems, as well as wastewater collection and treatment systems, including asset management, capital planning, project and construction management, business development, and operational and maintenance issues. As a supervisor, they will be accountable for delivering and completing capital projects on time and within budget, including identifying key resources and providing direction to meet project objectives. Additionally, they will be responsible for supervising Capital Project Coordinators and Capital Project Inspectors.
Job Responsibilities:
- Oversees all aspects of assigned capital projects.
- Coordinates internal and external resources to complete assigned capital projects, balancing the needs of operations, customer service, engineering design, and water quality functions and schedules.
- Develops detailed scopes of work and cost estimates for projects and provides technical information for project Requests for Proposals (RFPs).
- Prioritizes assigned capital projects within their area of responsibility.
- Supervises, coaches, and counsels assigned capital staff.
- Manages multiple projects in various locations as assigned.
- Prepares, monitors, and reports on project schedules and budgets, implementing corrective actions when needed.
- Monitors quality control and inspection activities on assigned projects and implements corrective actions when required.
- Approves payment requests from vendors, consultants, and contractors.
- Plans, directs, assigns, reviews, and evaluates the work of any assigned staff.
- Coordinates field changes with appropriate capital project and EDC staff as necessary.
- Responsible for completing and updating project Risk Management reports throughout the project lifecycle and ensuring Field Inspectors are familiar with and monitoring compliance with these reports.
- Prepares and presents periodic progress reports on assigned capital projects to management.
- Ensures legal, regulatory, and company requirements and specifications are met for assigned capital projects.
- Represents or assists in representing the Company in public settings regarding projects.
- Resolves issues with vendors and contractors related to the commencement, execution, and completion of construction projects, in coordination with the contract department.
- Maintains a working knowledge of project management, construction management, planning, budgeting, and safe work practices.
- Oversees, develops, and executes capital improvement master plans, including the annual Five-Year Capital Plan.
- Identifies, plans, submits, and markets proposals for future capital upgrades.
- Coordinates with DPW and other departments and agencies as necessary to process and secure approvals for capital construction projects.
- Familiarity with meeting regulatory requests from utility oversight bodies, health departments, and various federal and state agencies.
- Manages and administers contracts with third-party providers, including engineering and environmental consultants, land surveyors, construction contractors, material and equipment vendors, and materials testing and inspection firms.
- Knowledgeable about local regulations, including fire department requirements, related to water supply and distribution and wastewater conveyance projects.
- Analyzes project budget and schedule data, identifying and implementing corrective actions.
- Communicates clearly and concisely, both orally and in writing, and makes effective professional presentations to a wide range of audiences, including government representatives, community groups, schools, businesses, and public commissions.
- Writes and creates technical specifications and reports.
- Successfully completes training curricula related to capital improvement programs to maintain and enhance professional competence.
- Ensures that all assigned project construction complies with state and federal environmental regulations, that project sites adhere to OSHA standards and the ASUS Health and Safety Plan, and that risks are mitigated to prevent non-compliance.
- Establishes and maintains effective working relationships with subordinate staff, peers, professional associates, and the general public; supervises, trains, and evaluates staff.
- Supervises and oversees the work of assigned Capital Project Coordinators and Capital Project Inspectors.
- Performs other duties as assigned.
Job Qualifications:
- Bachelor's Degree in Engineering or Construction Management preferred
- Must possess or obtain a Project Management certification by the Project Management Institute within the first two years of employment
- 5 or more years of experience managing public works or public utility projects
- 2 years of supervisory/leadership experience
- Experience working with Primavera and MS Project preferred
- Must possess and maintain a valid Driver's License within the state employed
