ABOUT GEFA
Founded in 1985, the Georgia Environmental Finance Authority (GEFA) directs programs that improve Georgia’s environment, protect natural resources, and promote economic development. GEFA provides loans for water, wastewater, and solid waste infrastructure; manages energy efficiency and renewable energy programs; administers land conservation loans; and monitors state-owned fuel storage tanks. This is an exciting time to join the GEFA team as the state of Georgia makes investments in water and energy with funding from the federal; Bipartisan Infrastructure Law (BIL) and state funding. GEFA has provided almost $6 billion in low-interest loans to cities, counties, and infrastructure authorities, which has supported more than 2,100 water, wastewater, solid waste, and land conservation projects across Georgia. In 2023, GEFA awarded more than $400 million in loans and grants to improve Georgia’s water resources. In the next few years, GEFA anticipates receiving more federal funds for energy and water projects. Much of this funding is dedicated to small and disadvantaged communities.
GENERAL DESCRIPTION:
Are you passionate about clean water and public service? GEFA is seeking a detail-oriented individual with initiative, organizational, interpersonal, and problem-solving skills to join us as a program administrator in the Water Resources Division. In this role, you will be able to use your skills and knowledge to make a difference in the lives of the people throughout the state of Georgia. Come join our team and help us fund water infrastructure projects that protect and restore watersheds, improve public health, and enable economic development.
The program administrator will support developing and administering loans and grants that fund community water projects including water and wastewater treatment, water transmission and storage, wastewater collection, land conservation, stormwater management, water conservation, and water reuse. The program administrator will provide administrative functions for the Clean Water State Revolving Loan Fund (CWSRF), the Drinking Water State Revolving Loan Fund (DWSRF), the Lead Service Line Replacement Fund, and the Georgia Fund programs. The position will perform or oversee the performance of duties in the areas of:
- customer interaction and service
- program management
- internal and external reporting
- compliance with federal and state requirements
- contract management
- data entry and record management
- operations
- meeting coordination
- communication with federal, state, and local government entities and other stakeholders

Minimum Qualifications (Position Specific)
Completion of an undergraduate degree from an accredited four-year college or university.
Note: An equivalent combination of education and/or job specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis
Preferred Qualifications
Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:
- Two years of experience in the water industry, federal programs, and/or grant administration
- Good working knowledge of Microsoft Office Suite applications
- Experience with meeting coordination
- Two years in a banking environment or working with financial administration
- Experience working with the public-at-large
- Demonstrated experience in office/administrative support, data entry and customer service skills
- Strong organizational and communication skills
