The Naval Facilities Engineering Systems Command Southwest is seeking motivated candidates for a Tribal Relations Liaison position at NASF, which is responsible for serving as the primary point of contact for Native American Tribal stakeholders and providing technical support on Tribal relations.
This position is a developmental position located in the Environmental Division within the Public Works Department at NASF. The Environmental Division is responsible for aspects of the Navy environmental protection program in Northern Nevada, including cultural resources. We partner with agencies, Tribes, and other entities to help preserve cultural resources at Fallon.
Responscibilities include:
• Serve as the subject matter expert (SME) and primary point of contact for Native American Tribal stakeholders.
• Represent the Navy when partnering with the Tribes by ensuring the rights of Sovereign Indian Nations are fully respected and carried out in a government-to-government (GTG) relationship.
• Provide guidance, manage, and facilitate the consultation process while remaining respectful of tribal sovereignty.
• Provide advice and counsel while serving as a liaison during Tribal meetings.
• Track, report, and inform installation management of Navy and - Tribal outreach, and consultation eff orts, agreements, and events.
• Consult with Tribes, you will interpret laws, regulations, and policies to advise on business decisions, policy development and implementation and project execution related to tribal engagement and relationship management.
Preferred experience:
• Coordinating and facilitating Tribal relations projects in accordance with organizational guidelines and processes;
• Researching laws, regulations, policies and procedures related to Tribal practices, treaty rights, and First Nation protections to identify solutions to day-to-day Tribal relations and access issues; and
• Making prepared oral presentations to personnel on Tribal history and culture, inter-cultural communications, Tribal rights and relationship-building.
The ideal candidate for this position has developed relationships with Tribal Governments to understand their needs and adequate representation. We are looking for a candidate with an understanding and knowledge of the Native Americans and Tribal Governments’ cultures and customs in the NAS Fallon and Northern Nevada Area. This position requires a culturally competent leader who values community and can apply communications and engagement strategies to develop relationships and work with the community.
