DataStaff is in need of an Investment Planning Senior Project Manager for one of our direct clients in the Richmond, VA area for a long-term contract opportunity.
*This position is hybrid; 2-3 days per week will be onsite
Responsibilities:
- Manage and deliver a complex IT project(s) with multiple teams and work streams coordinated to an aggressive delivery schedule.
- Serve as the technical project management point of contact between the client and potential product and services vendors to communicate and coordinate technical aspects of procurement and investment planning.
- Partner with the Contract Administrator to develop and execute the lifecycle of procurement documents in a manner that adheres to Procurement Standards.
- Prepare project documents for formal handoff to designated stakeholders for execution.
- Provide technical oversight, monitoring and guidance in the development of Statements of Work, Requests for Information and Contracts related to the procurement of software and hardware products and services, creating new procurement-related documents as required.
- Adhere to project management practices and governance requirements in coordination with the Project Management Offices
- Communicate with internal and external stakeholders the status of procurement-related documents and expedite their progress through the workflow to successful execution.
- Ensure that potential vendors’ contractual accountability and duties are specific and measurable.
- Coordinate and communicate with management and staff to coordinate work tasks and all technical aspects of project resourcing during planning.
- Develop Microsoft Project Plans and schedules.
- Communicate timelines and expectations to technical and business staff per PMO-defined workflows and processes.
- Maintain project budget, plans, tasks, schedules, risks, and status as required.
- Develop effective project communication plans and disseminate project information to team members, business stakeholders and impacted vendors.
- Ensure alignment of developed plans with approved business requirements documents, architectural solutions and estimates.
Knowledge, Skills and Abilities:
- Investment Planning
- Possess strong financial acumen and experience in the creation of project and procurement budgets and financial forecasts
- Ability to define and manage cashflow strategies, and perform effective capital expenditure planning
- Proven track record of performing project, vendor and product risk assessments and developing contingency strategies (10+ Years).
- Ability to assess debt and financing strategies
- Tracking of adherence to budget (10+ Years)
- Procurement Management
- Ability to interact effectively with business and technical team members and vendor representatives at all levels to coordinate procurement activity.
- Ability to analyze and translate business requirements into system specifications in a procurement context.
- Ability to resolve the technical aspects of contract and procurement issues arising during the contract lifecycle.
- Proven track record of managing multiple large-scale procurement projects simultaneously in a technology setting (10+ Years).
- Experience in aligning procurement activities with project timelines (10+ Years).
- Ability to provide guidance to team members regarding compliance to procurement processes and standards
- Understanding of contract law and procurement processes
- Project Management
- Active Project Management Professional (PMP) or VITA certified Project Management certification
- Comprehensive knowledge of project management methodologies and experience in both Agile and Waterfall project management.
- Knowledge of project management tools, methods and practices including proficiency with Microsoft Project software, Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint
- Experience in leading a team through successful completion of the project phases: Preselect, Initiation, Planning, Execution and Control and Closeout.

- A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field desired.

- Experience in the Knowledge of data modeling, interface management applications and tools.
- Ability to program and create custom reports using IT application standard tools.
- Candidate must have a minimum of 15 years’ experience managing large-scale projects involving technology procurement
- Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles.
- Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams.
- Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
- Bachelor’s degree
- Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRam process is strongly preferred.
- Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred.
- Agile Scrum Master certification is preferred

- 8 Years - PMP or Qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects.

- 10 Years - Financial strategy, tracking budget
- 4 Years - Hands-on working experience with Microsoft Project.
- 5 Years - Must possess an active PMP from PMI OR a PM certification from VITA (no other certifications are accepted)
Desired Skills:
- 1 Years - VITA CTP and ECOS/COVRamp process
- 10 Years - Proposal Development/Business Writing
- 8 Years - Strong knowledge of cloud infrastructure and software systems, including Azure and Google Cloud.
- 8 Years - Experience managing cloud-based solutions for data management and analytics.
- 8 Years - Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning) is preferred.
