The Processing, Guidance & Control (PG&C) Center, within the Systems Engineering Directorate, consists of Signal Processing (SP), Guidance, Navigation and Control (GNC) and Modeling and Simulation disciplines. PG&C delivers key technologies to our effector programs portfolio. The Guidance, Navigation, and Control (GNC) teams provide aerodynamic and autopilot designs, optimized system motion designs, and state estimation to facilitate mission guidance goals. The Signal Processing (SP) teams extract and exploit signals from both active and passive sensors to be used for acquiring, detecting, tracking, and classifying objects of interest. The Modeling Simulation Analysis (MSA) teams are responsible for product-level simulations that help us design, develop, verify, and validate our products and capabilities. Our simulations model the components and subsystems that make up our designs, and the world our products interact with.
Effectors Guidance, Navigation, and Control: Air Power, Advanced Technologies, and Land and Air Defense Systems is seeking a Department Leader. This department is responsible for developing, implementing, testing, modeling, and evaluating performance of GNC algorithms for effectors programs. This role will lead a growing organization of approximately 150 engineers supporting programs with the Air Power (AP), Advanced Technologies (AT) and Land and Air Defense Systems (LADS) strategic business units. This role will report into the Center Leader for PG&C. This is an onsite position located in Tucson, AZ
What You Will Do
- Identify and support development of GNC capabilities for new business applications and technologies that are key to Raytheon effectors growth, including core business area and adjacent markets.
- Participate in development of strategic plans for GNC technology, resources, and processes.
- Serve as Point of Contact for SBUs, Program Chief Engineers, Lead Systems Engineers, Chief Technologists, and Program Managers.
- Review and approve EACs (Estimates at Complete) and proposals for department-supported programs.
- Provide effective guidance, coaching and direction to Section and Program team managers to ensure effective communication, training, development, and implementation of programs.
- Prepare for and conduct overhead budget and department operating reviews using Raytheon software with the PG&C Center Leader and the PG&C Business Manager.
- Collaborate with the other GNC departments, PG&C Center, and Systems Engineering extended leadership to support business activities and achieve goals.
- Champion leadership, respect, ethics, and diversity initiatives within the Department
- Selected candidate will be required to obtain and maintain special access program clearance/s
Qualifications You Must Have
- Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 12 years of prior Guidance, Navigation and Control experience.
- Minimum of 8 years of engineering experience in missile system applications
- Minimum of 4 years of experience in functional and/or technical leadership of engineering teams.
- Experience in proposal development, bidding process and/or Earned Value Management Systems (EVMS)
- Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
- Advanced degree in Aerospace Engineering, Electrical Engineering, Mechanical Engineering, Physics, Math or other related STEM discipline.
- Highly knowledgeable in several of the of the following areas: GPS and navigation design; guidance algorithm design; modeling of system dynamics; state estimation; trajectory simulation; performance optimization; system performance; and flight test planning and data analysis.
- Experience with the performance improvement process.
- Experience with staffing and workforce planning.
- Effective communication skills (written, verbal, interpersonal) with all levels across the organization.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
