POSITION PURPOSE:
Under policy guidance and direction from the General Manager- Education, Instruction, and Operations, the Vice President of Early Childhood Development organizes, integrates, directs, and evaluates the activities, operations, and services of a large, complex Head Start/Early Head Start/Child Development program. The vice President is responsible for ensuring the program achieves established goals and objectives, while fully complying with all federal, state, regulations and guidelines.

- Plans, organizes, controls, monitors, integrates, and evaluates the personnel and activities of Head Start program operations.
- Assists in developing, implementing, and monitoring strategies, plans, goals, and objectives focused on achieving the program’s mission.
- Lead and directs a team of Directors responsible for administering a high-quality early childhood program.
- Manages and directs the development, implementation and evaluation of plans, policies, systems, and procedures to achieve program goals and objectives, in compliance with applicable funding agency regulations, guidelines and requirements.
- Plans, organizes, directs, and evaluates the performance of assigned program staff.
- Assist in the selection of staff in accordance with human resources rules and regulations and funding agency requirements.
- Establishes performance requirements and personal development targets.
- Regularly monitors performance of assigned staff and provides coaching for performance improvement and development.
- Provides and/or coordinates staff training and ensures that staff engages in other learning and development opportunities.
- In conjunction with the General Manager- Education, Instruction, and Operations, has oversight of quality assurance methodology and implementation.
- In conjunction with the General Manager- Education, Instruction, and Operations, oversees budgetary matters associated with Head Start/Early Head Start/CDD grant inclusive of annual grant development and program implementation.
- In conjunction with the General Manager- Education, Instruction, and Operations, research designs and oversees implementation of innovative uses of grant dollars in support of program efficiency and legislative initiatives.
- At the direction of the General Manager- Education, Instruction, and Operations, represents the Head Start program with local community groups, media, and educational institutions, and in state, federal forums as designated.
- Serves as program conduit to executives and departments that support the Head Start program.
- Develops corporate and community resources and contacts to contribute resources for the enhancement of services.
Training & Experience:
A typical way of obtaining the knowledge, skills, and abilities outline above is graduation from an accredited college or university with a Master’s Degree in Early Childhood Education, Public Administration, Business Administration, Social Work, Psychology, or a closely related field; and five (5) years of progressively responsible management experience in the planning, development and implementation of the activities, operations and services of a large complex program. Experience in non-profit or government funded programs highly desired.
