General PurposeConduct analysis through research, gathering and interpretation of data, development of alternatives and recommendations for the Net Power Costs (NPC) department. Present analysis and recommendations to management and may implement any selected alternative. Analyses include, but are not limited to, cost/benefit analysis, trending/forecasting, financial analysis, budget analysis and reporting.
ResponsibilitiesResponsibilities of the Assoc Net Power Cost Analyst:
- Provide project management and process improvement support on team’s NPC filings, modeling and/or process improvement projects.
- Support modeling team in collecting, uploading and reviewing data inputs and modeling results.
- Assist in preparing and analyzing production cost model simulations as well as wide range of ad hoc analyses.
- Assist in production cost model maintenance, including maintaining current resource attributes and updating data series inputs.
- Analyze the impact of changes to modeling inputs and present changes to supervisor and/or technical leads.
- Coordinate with other company departments to ensure consistent practices for production cost modeling.
- Assist in researching and the preparation of responses for discovery requests.
- Assist in the review, upkeep and improvement of the team’s process documentation.
- Provide support on a wide range of operational, analytic or energy market-related tasks.
- Under supervision, contribute to preparing and defending regulatory filings, testimony, exhibits, and other supporting documentation related to net power costs.
In addition to the above the Responsibilities of the Net Power Cost Analyst include:
- Prepare net power cost regulatory filings, including general rate cases, transition adjustment mechanisms, power cost adjustment mechanisms, and avoided cost filings.
- Assist in supporting the company’s net power cost initiatives to other company departments.
- Present analysis and provide alternatives and recommendations to department management and influence their decision regarding regulatory policies and strategies.
In addition to the above the Responsibilities of the Sr Net Power Cost Analyst include:
- Assist in Aurora model maintenance, including maintaining current resource attributes and updating data series inputs.
- Assist in representing and supporting the company’s net power cost initiatives to regulators and/or their staffs, key community and customer groups, and other company departments.
- Interface and work with state regulatory commissions regarding appropriate application of company and commission administrative rules.
- Act as the project leader in preparing regulatory filings, testimony, exhibits, and supporting documentation relating to regulatory rules.
- Interpret rules and regulations to internal and external parties.
In addition to the above the Responsibilities of the Net Power Cost Specialist include:
- Develop regulatory filings, including testimony, exhibits and supporting documentation.
- Responsible for Aurora model maintenance, including maintaining current resource attributes and updating data series inputs.
- Research relevant data, evaluate complex situations, develop creative alternatives, provide recommendations to management, and negotiate and influence outcomes.
- Prepare final responses to discovery requests.
- Interpret rules and regulations to internal and external parties.
- Identify prospective and pending policy issues affecting the company’s business units.
- Provide regular reports on pending and anticipated activities to supervisors.
- Contribute to provide efficient management, promote cross-training and efficient resource management.
RequirementsRequirements of the Assoc Net Power Cost Analyst:
- Bachelor's degree in Finance, Accounting, Engineering or a related field; or the equivalent combination of education and experience.
- Basic understanding of utility economics, utility operations or regulated industries.
- Experience in project and/or task management.
- Proactive and strong communication abilities paired with ability to manage project details, deadlines in a fast-paced environment.
- Advanced spreadsheet, database, and word processing skills in order to gather, analyze, and present model information.
- Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
In addition to the above Requirements for the Net Power Cost Analyst:
- A minimum of three years of related analytical work experience.
- Ability to independently perform analysis.
- Ability to present alternatives and recommendations.
In addition to the above the Requirements of the Sr Net Power Cost Analyst include:
- A minimum of five years of related analytical work experience.
- Ability to independently perform analysis and prepare regulatory filings.
- Project management skills including project leadership, task identification, and scheduling.
- Knowledge of applicable company policies and procedures; applicable federal, state, and local governmental laws and regulations.
- Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
In addition to the above the Requirements of the Net Power Cost Specialist include:
- A minimum of seven years of experience in revenue requirement preparation, net power cost simulation modeling, cost of service analysis, pricing analysis or related analytical experience.
- Requires a complete understanding of the company’s resource system including transmission systems and constraints, thermal resources, reserve requirements, resource availability determination, resource commitment logic and dispatch, fuel costs, portfolio of complex wholesale sales and purchase contracts, risk management and mitigation.
- Strong leadership skills and the ability to work with all levels of an organization including people with different styles and backgrounds; ability to work both independently and as a member of a team.
- Communication and interpersonal skills involving the ability to establish trust, maintain confidence, and understand social behavior and interactions.
- Ability to listen and communicate effectively through oral and written means.
- Proficient with the use of personal computers to gather, analyze, and summarize data.
- Knowledge of research, analysis, and consulting techniques, company policies, procedures, practices, and applicable federal, state, and local governmental laws and regulations.
Preferences- Advanced degree in related field.
- Knowledge of applicable company policies and procedures; applicable federal, state, and local governmental laws and regulations.
- Advanced knowledge of data analytics, statistics, and economic theory.
