Overview
To provide day-to-day life-cycle management of the companys Contracts which includes US Government, commercial and international contracts for all divisions of the company. Helps develop and enforce company and departmental procedures relating to contract compliance and business administration.
Responsibilities
- Supports leadership in interpreting contract terms and providing advice to corporate Officers and Operating Center Presidents.
- In consultation with project managers, proposal development staff and senior management, supports program execution while ensuring contractual and regulatory compliance.
- Supports proposal activities including an active role in developing the Business Volume and assuring compliance with the solicitation.
- Develops customer relationships with both contracting officers and subcontractors.
- In collaboration with the Director of Procurement, supports the review and approval of all department templates for subcontracts, consultant agreements, teaming and non-disclosure agreements and contract related procurements. Presents all negotiated deviations from standard language to the Director of Procurement for approval.
- In coordination with the Procurement Department, leads the subcontracting and procurement activities under prime contracts by developing solicitations, negotiating terms/price and executing subcontracts during program lifecycle.
- Develops and prepares complex and sensitive internal and external communications.
- Documents the contract file to include allocability, allowability and reasonableness of costs; identification and protection of intellectual property rights and other compliance information.
- Assists in the development of corporate contracts and grants policies, procedures and document templates, including the implementation and training of DLH staff.
- Produces or contributes to the production of client and/or internal financial reports, including pipeline analyses, funding projection and analyses, contract backlog, etc.
- Performs additional duties, including special projects, as required.
Qualifications
Required Skills
- Bachelor's degree in business, finance, accounting, or related field. 18 years of relevant experience may be considered in lieu of education.
- Advanced knowledge of the FAR, and other agency supplements
- Demonstrated proficiency in leading negotiation strategies
- Strong critical thinking, analytical skills; ability to identify risk mitigation strategies
- Excellent written and verbal communication skills are essential
- Superior interpersonal skills and the ability to relate to employees and management at all levels
- Highly adaptable to change; ability to work independently and collaboratively. Ability to multi-task and operate in a fast-moving environment.
- Proficiency in Microsoft Office CPCM and CFCM certifications are desired but not required
Required Experience
- At least 12 years progressively responsible experience in government contracts, grants, subcontracts and procurement management, including extensive experience in the management of complex multi-year, multi-million dollar IDIQ, T&M, CPFF and FFP contracts.
- Demonstrated experience organizing, problem-solving and multitasking under tight deadlines
- Ability to work well with little supervision.
- Leading negotiations with customers and subcontractors, including but not limited to terms and conditions, price and schedule
- Familiarity with Gov. approved procurement systems with CPSR experience desired.
- Experience working with ERP Systems
Basic Compensation: $126,000 - $140,000 annually
The salary offered within this range will be based on the selected candidates' skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards. An applicants salary history will not be used to determine compensation.
