REACH serves as the community quarterback for comprehensive community revitalization in the Riverside neighborhood, located in northeast Wilmington, DE. REACH supports and leverages efforts and resources which promote upward economic mobility for Riverside residents. Employing the Purpose-Built Communities’ model, the revitalization focuses on three pillars: 1) redevelopment including high-quality, mixed-income housing, 2) a cradle to college and career readiness pipeline, and 3) community health, wellness, and safety initiatives. REACH, in collaboration with service partners Kingswood Community Center and The Warehouse (an innovative teen center with more than 150 partner organizations) work together to transform Riverside into a robust, healthy, and vibrant community. The Warehouse, REACH Riverside and Kingswood Community Center are collectively known as the "WRK Group".
Organization Overview
The mission of The Warehouse is to create a collaborative culture to revolutionize teen engagement in Wilmington with the vision of developing confident, courageous, and contributing young adults ready to take the next step in their lives. We will create a physical safe space and network of support for Wilmington teens while nurturing a “Culture of Opportunity” that stands in opposition to the culture of poverty and violence they currently encounter in their lives. To accomplish this, The Warehouse will bring together youth-serving partner organizations providing services focused on recreation, education, arts, career exploration, and health.
Position Summary
We are seeking a highly organized and experienced Program Manager to join our team. The Program Manager will be responsible for managing multiple projects simultaneously, ensuring they are completed on time, within budget, and meet quality standards. The ideal candidate will have excellent leadership, communication, and problem-solving skills, with a proven track record of successfully managing complex projects.
The Program Manager is responsible for the cultivation, development, and monitoring of program partners, Warehouse culture, and member experience. The Program Manager will drive the growth and development of current programming and find opportunities for cross-pollination within and across the Warehouse, its partner network, and the community. The Program Manager will drive the successful execution of the Warehouse programmatic efforts by ensuring that program partners have all needed information and resources.

Program Planning and Strategy
- Develop and implement program objectives, strategies, and roadmaps aligned with organizational goals.
- Define, assess, and manage program scope, deliverables, timelines, and resource requirements.
- Create comprehensive programs, forms, policies, and budgets, while also designing customer flow systems for seamless service delivery.
Project Management and Quality Assurance
- Lead cross-functional project teams to execute program plans and achieve desired outcomes.
- Monitor project progress, identify risks, and implement mitigation strategies to ensure timely delivery and address unforeseen challenges.
- Ensure program deliverables meet quality standards and comply with regulatory requirements.
- Conduct regular reviews and audits and administer surveys to assess program performance and customer satisfaction and engagement and identify areas for improvement.
- Manage all aspects of participant engagement, from recruitment and screening to intake and enrollment. This includes actively promoting the program, assisting participants in gathering necessary documentation such as proof of income and health records, and ensuring eligibility criteria are met.
Stakeholder Engagement and Communication
- Build and maintain collaborative partnerships with internal departments, external agencies, vendors, and other stakeholders to leverage resources and cultivate alliances aimed at enhancing service delivery. This involves identifying pertinent resources, co-creating programs, and collectively addressing the evolving needs of the community.
- Communicate program status, updates, risks, and the impact of changes to stakeholders in a clear and concise manner.
- Provide high quality case management services for participants (as needed).
- Represent the organization in public forums and with donor agencies and foundations as required.
- Promote awareness of the agency and its mission in the community
- Develop, negotiate, and administer grants and contracts (including Memoranda of Understanding with partners and vendors)
- Allocate resources effectively to support program activities, including personnel, budget, and materials.
- Track resource utilization and adjust allocations as needed to optimize program performance.
Performance Monitoring and Reporting
- Track program performance metrics and KPIs to measure progress and effectiveness.
- Generate regular reports and dashboards to provide visibility into program status and outcomes.
Teen Leadership and Development
- Provide leadership, guidance, and mentorship to program team members.
- Foster a collaborative and high-performance team culture that promotes innovation and continuous improvement.
- Oversee the recruitment, training, supervision, and evaluation of staff, while managing administrative tasks such as timekeeping, personnel record maintenance, and facilitating staff development initiatives.
Continuous Learning and Development:
- Pursue continuous learning, staying updated on emerging threats and trends, and adapting strategies and practices to enhance organizational effectiveness around case management and housing services.
- Devise strategies to ensure growth of programs and initiatives, identifying and implementing process improvements that will maximize output and minimize costs while maintaining quality.

Position Type and Expected Hours of Work
This is a full-time position, and general hours of work and days are Monday through Friday, 12:30pm-8:30 pm.; however, this position may require day hours and weekend work.
Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
Education and Experience
Masters degree preferred or Bachelor’s degree from an accredited college or university in a human service, social services or a related field which has equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position. A track record of effectively leading a performance- and outcomes-based program; AND A minimum of 5 to 7 years of professional related experience.
Supervisory Experience
Proven experience in supervising and mentoring multidisciplinary staff, preferably in a nonprofit or community-based organization.
Certification Requirements
First Aid/CPR preferred; must be certified within first 60 days of hire.
Conditions of Hire
A satisfactory criminal background and reference check, a valid driver’s license, and an acceptable driving record are required at time of appointment and throughout employment in this position.
Must be eligible to work in the U.S. without sponsorship.
Licensure/Certification Requirements
- First Aid/CPR preferred; must be certified within the first year of hire.
Compensation
- This is an exempt salaried position with a range of $60,000 - $70,000 annually.
