Overview: CalSTRS is the largest educator-only pension fund in the world. CalSTRS administers a hybrid retirement system, consisting of traditional defined benefit, cash balance and voluntary defined contribution plans. CalSTRS also provides disability and survivor benefits. CalSTRS serves California’s public-school educators and their families from the state’s school districts, county offices of education and community college districts. The purpose is to select one (1) experienced Senior Natural Software Developer with detailed knowledge and experience with pension mainframe systems to work on complex projects and efforts. The Developer will perform various systems analyses and programming activities related to the CalSTRS’ current mainframe pension administration system and the future pension administration system. The delivery of these services requires senior level skills in business requirement analysis, system design, functional and technical specification documentation, programming/coding, and testing. The Developer will be responsible for following the System Development Life Cycle (SDLC) methodology for development activities while working with a variety of CalSTRS business areas.
CalSTRS has embarked on an effort to replace its current mainframe pension administration system, START. START is the custom-built pension administration system we currently use to manage and Request for Offer 5000003023 Technology Services Senior Natural Software Developer Page 5 of 20 administer the State Teachers’ Retirement Plan for employers, members, participants and their beneficiaries. Its functions include, but are not limited to, contribution reporting and collections; crediting service; member demographic information maintenance; service credit purchases; benefit application processing; benefit calculation; benefit payroll; third party deductions and disbursements; tax reporting, receivables and collections; correspondence and statement generation; and event tracking. In addition, the system supplies extracted data to a data mart that is used for actuarial purposes.
CalSTRS has also implemented the SAP Enterprise Resource Planning software. This software provides general ledger, investment accounting, accounts payable, accounts receivable, asset management, travel management, cash management, supplier management, cost accounting and project accounting functions. CalSTRS is seeking a senior-level Natural Software Developer with knowledge of pension mainframe systems.
The selected Senior Natural Software Developer will be performing various system analysis and programming activities related to the following mainframe pension system services: 1) Resolution of Incidents; 2) Resolution of Data Change Requests (DCR); 3) Analysis, extraction, and deliverables for Information Requests (IR); 4) Implementation of small to medium sized system enhancements; and 5) Data cleansing, interfacing, and data conversion between the current and new pension system. The delivery of these services requires expert skills in business requirement analysis, system design, functional and technical specification documentation, programming/coding, and testing. The Senior Natural Software Developer will be responsible for following the System Development Life Cycle (SDLC) methodology for development activities while working with a variety of CalSTRS business areas.
Minimum Technical Qualifications:
1. At least ten (10) years of hands-on experience following a structured System Development Life Cycle (SDLC).
2. At least two (2) years of demonstrated experience working as a Natural developer with a State/Federal pension system.
1. Experience with working as a Natural developer.
2. Experience with a Natural Construct technical environment.
3. Experience with interfacing of multiple systems including Natural/ADABAS.
4. Experience with and knowledge of Job Control Language (JCL).
5. The proposed project person will be able to adhere to the hybrid working model by working on-site 2-3 days per week at CalSTRS Headquarters, West Sacramento, CA.
