Position Overview:
The Project Engineer serves as the primary technical coordinator for all engineering activities within assigned projects. This role acts as the engineering subject matter expert (SME) during Request for Proposal (RFP) and Bid Review stages and provides essential support to the Project Leader/Project Manager in coordinating project-related tasks.
Key Responsibilities:
- Safety and Environmental Compliance: Ensure all project activities prioritize safety and adhere to environmental regulations.
- Scope Development: Collaborate with the Project Leader/Manager to define project scopes, including developing detailed scopes of work, particularly for contracted Owners Engineers (OE).
- Cross-Department Collaboration: Work closely with Power Generation (PG) Engineering, Station Management, and other departments to facilitate project development.
- RFP and Bid Support: Assist the Project Leader/Manager with the RFP and Bid Review processes, ensuring all engineering specifications are accurate and up to date.
- RFI Management: Oversee the Request for Information (RFI) process, acting on behalf of the Project Leader/Manager.
Specific Responsibilities for OE Bids:
- Evaluate development data provided by the OE or external developers.
- Assess land use plans, site designs, energy performance metrics, and zoning/land use permit requirements submitted by the OE.
Specific Responsibilities for EPC Bids:
- Provide and manage project-related information during the EPC RFP process.
- Coordinate the review of EPC submittals with the OE.
- Develop project-specific EPC exhibits and confirm project design and interconnection capacities.
- Analyze EPC proposals, identifying deviations from required standards, and review technical data and proposed specification changes with internal stakeholders.
Additional Duties:
- Assist in developing and reviewing Bid Review Matrices, offering insights to help select the most suitable bidder.
- Manage and coordinate technical inquiries, troubleshooting, and review processes with the OE and selected EPC contractor.
- Facilitate engineering reviews with PG Engineering and ensure all deliverables meet contractual obligations.
- Oversee fieldwork, ensuring compliance with engineering specifications.
- Provide technical support during project startup and commissioning.
- Support the Project Leader/Project Manager with other tasks as necessary.
Qualifications and Experience:
- Proven ability to plan, organize, prioritize, and schedule tasks to meet project deadlines.
- Excellent verbal and written communication skills, including the ability to facilitate discussions and deliver presentations.
- Experience in managing and monitoring project engineering performance, ensuring compliance with project requirements and timelines.
- Strong problem-solving skills, with attention to detail and the ability to compare construction specifications with physical and material outputs.
- Proficient in reading and interpreting technical manuals, drawings, and preparing concise reports.
- Proficient in using personal computers and Microsoft Office software (Word, Excel, Outlook).
- A Bachelor’s degree in Electrical, Civil, or Mechanical Engineering is preferred.
- At least 5 years of experience as a Project Engineer or in a similar role supporting a Project Manager within a matrix organization.
