The Electrical Engineering directorate within the Raytheon Engineering team is seeking an engineering leader with extensive knowledge and experience of full lifecycle product development of Electrical Subsystems to lead the Flight Avionics (FA) Department. This department of approximately 130 engineers is primarily responsible for designing, integrating, and sustaining state of the art effector electrical subsystems. This leader will be critical in development and sustainment of key relationships with program leadership and within the engineering organization.
The Department Leader (DL) for the Flight Avionics Department is responsible for the results and effectiveness of this department. The DL performs all functional manager responsibilities, including hiring and staffing, performance and career development, goal planning, disciplinary actions, execution of Raytheon and Engineering organization initiatives, and managing of department overhead expenses. The DL is also accountable to the programs for their department team members performance, including cost, schedule, and technical solutions. The DL ensures that members of the department support product design activities in accordance with established Raytheon engineering design practices, interacts with cross-functional teams, and partners with the other organizations within Raytheon, including Supply Chain Management (SCM), Operations and other engineering disciplines.
What You Will Do
Provide guidance, coaching and leadership to Section Leads, Chief Engineers, REAs and IPTLs within the department to ensure effective communications and program execution.
Responsible for reviewing proposals, and the utilization of EVMS techniques (EACs, LREs, IMS) to manage programs.
Ensure appropriate staff development through effective performance management, including goal setting, career development, compensation, employee learning, and developmental task assignments.
Provide engineering oversight to programs supported by the department through the planning and leadership of project design reviews and peer reviews, including technical briefings to internal leadership and external customers.
Lead and manage department staff, recruiting, hiring, retaining, and developing effective engineers and engineering leaders.
Create, capture, and analyze metrics to manage associated organizational and program performance.
This 1st shift role will be 100% on-site and based in Tucson, AZ.
Qualifications You Must Have:
Typically requires Bachelor's degree in Science, Technology, Engineering or Mathematics (STEM), Physics or related engineering degree and a minimum 12 years' of prior related work experience, or an Advanced Degree in a related field and a minimum 10 years' of prior related work experience.
12+ years' engineering experience, to include at least 6 years' of leadership roles (i.e. technical and/or management background).
Work experience in one or more of the following areas:

Analog, digital, and power electronics design, integration, and production support
RF product and subassembly design, integration, and production support
Electro Optical product and subassembly design, integration, and production support
Experience with EVMS, development of budgets, task planning milestone development, and budget management.
Experience in design compliance during design / development and production.
Experience utilizing cost, schedule and performance tools for managing projects and program planning.
Active and transferable U.S. government issued Top Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
Advanced degree in engineering, mathematics, physics, or related engineering degree.
Expert knowledge and experience leading a multi-disciplined department.
Systems engineering thought process with analytical skills background.
Able to network / influence outside of the Flight Avionics Department with other design and production support organizations, program leadership, other engineering disciplines and Manufacturing organizations.
Interpersonal skills with the ability to interact positively with peers, suppliers, management, and customers in a production environment.
Proven experience in balancing engineering process discipline and innovation for rapid development and program success.
Ability to effectively work multiple tasks and priorities.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
