The Technical Services Engineer will utilize a responsible and concise methodology for developing and evaluating engineering, and taking accountability of, by safely placing into regular service, various types of substation related relays and equipment efficiently and timely, while developing accurate and precise engineering field changes, with semi-direct supervision. Deliverables include engineering for maintenance and capital projects, as well as testing, reviewing tests performed by others, and procuring and producing test reports with summaries and conclusions.
Job Responsibilities:
- Review scopes of work for multiple departments, evaluating and interpreting the recommendations, and making corrections as needed. Departments include Asset Management, Distribution and Transmission Planning, and Protection Engineering.
- Review the engineering design of various protective relay devices and substation equipment replacements, upgrades, modifications, new installations, etc. for the Engineering department. This includes drawing lists, bill of materials, AC and DC schematics, panel front views, panel and equipment wiring diagrams, annunciator diagrams, SCADA communication diagrams, and various other diagrams, developed by Engineering, for completeness, correctness, and cohesion. Mark-up corrections as needed and track implementation of changes with bargaining unit employees in the field.
- Develop the infrared inspections process and procedures to support maintenance programs and capital projects of Underground assets for the Underground department. The processes and procedures will include aspects of safety, inspection and evaluation, and follow-up classification, prioritization, documentation, and corrective actions required as a result of the inspection results.
- Review engineering design developed by external engineering firms including various protective relay devices and substation equipment replacements, upgrades, modifications, new installations, etc. including drawing lists, bill of materials, AC and DC schematics, panel front views, panel and equipment wiring diagrams, annunciator diagrams, SCADA communication diagrams, and various other diagrams, for completeness, correctness, and cohesion. Mark-up corrections as needed and track implementation of changes with bargaining unit employees in the field.
- Create isolation plans to safely remove and isolate from service various substation relaying and equipment, while keeping essential protection schemes in service without jeopardizing substation function. Coordinate the isolation of various substation relaying and equipment for multiphase projects with bargaining unit employees.
- Create a removal plan to eliminate required substation relaying and equipment, while keeping essential protection schemes in service without jeopardizing substation function. Coordinate the removal of substation relaying and equipment for multiphase projects with bargaining unit employees.
- Create a cable pull plan for installations utilizing new cables. Coordinate cable pull plan with bargaining unit employees.
- Create a tagging log for all isolation points. Coordinate the tagging of isolation points with bargaining unit employees.
- Create a cutover plan to eliminate required substation relaying and equipment and add new substation relaying and equipment while keeping essential protection schemes in service without jeopardizing substation function. Coordinate the cutover to new substation relaying and equipment for multiphase projects with bargaining unit employees.
- Utilizing field marked prints, assist in the function test the entire scheme for correctness. Coordinate function testing of multiphase projects with bargaining unit employees
- Utilizing function tested and verified schematics, perform GPS synchronized end-to-end testing of the complete protection schemes per protection recommendations, comprehend and understand results to verify time synchronized proper operation of all protective devices. (SEL, ABB, etc.) Coordinate end-to-end testing for multiphase projects with bargaining unit employees.
- Interface with bargaining unit employees to test protective equipment and assets (large power transformers, underground transformers, underground network protectors, current transformers, potential transformers, breakers, etc.) receive, review, and comprehend testing results, and retesting or failing equipment when necessary.
- Document, review, interpret, comprehend, organize, and retain results from testing protective equipment, protective devices, end-to-end testing, underground infrared testing, etc. Performing technical calculations and studies when required. Prepare test reports with conclusions and recommendations as required.
- Investigate new equipment, devices, testing apparatus, and methodologies to further enhance knowledge and resources within the technical services group.
- Provide engineering guidance, technical guidance, and support to other engineers and field operations personnel to help fulfill group goals and objectives.
- Consults with more experience peers and vendors to become thoroughly familiar with an assignment and to obtain necessary design and cost information to provide recommendations. Provides assistance, technical support, and training for less experienced peers and field operations personnel during normal and emergency conditions.
- Reviews and keeps informed of codes, regulations standards, and safety practices affecting company resources.
- Develop, update, organize, and maintain engineering standards, specifications, and procedures.
Education/Experience Required:
- Electrical Engineering degree (BSEE) from an ABET-Accredited Institution
- 3+years of progressive and relevant utility experience or similar
- Must possess valid driver’s license for reporting to various company locations
- Must have excellent verbal, written and organizational capabilities
- Must have excellent technical writing capabilities
- Must have excellent troubleshooting capabilities
Education/Experience Preferred:
- Combination of field and office experience is preferable
- Infrared Certifications preferable but not required
- EIT/FE is preferable but not required
Physical Requirements:
- Regular reporting location includes both a regular office/work-from-home environment with desk and computer duties, and utility substation and underground environment with various fieldwork duties related to technical services including inspection, testing, and commissioning
- Irregular evening and weekend work may be required
- Must be capable and confident driving in inclement weather
- Must participate in a rotating on call support for emergency service restorations during storm events
- May be required to travel to various company substations, facilities, underground locations, and right-of-way locations to inspect company assists during storm events
- Must be able to work in various substation facility conditions (including uneven ground, energized equipment, construction vehicles, underground vaults, etc.) typical of utility facilities.
