As the Strategy and Program Delivery (S&PD) Manager, you will play a crucial role in supporting the development and execution of strategic initiatives and governance frameworks. You will lead portfolio management efforts, collaborate with internal and external stakeholders to gather, analyze, and report data, and manage both short-term projects and long-term planning activities. Your work will assist senior leaders in making informed business decisions. Additionally, you will establish and implement organizational change platforms and programs, driving transformation for key customers and partners while enhancing organizational capabilities.
Duties & Responsibilities
Strategy
- Support the formulation of strategy by gathering and synthesizing data and inputs from various functions.
- Identify and address interdependencies across functional strategies to ensure alignment and coherence.
Program Delivery and Project Management
- Oversee project execution to ensure delivery on time, within scope, and on budget, leading a portfolio of projects across the nicotine business unit and following the Stage Gate process.
- Manage projects from Stage Gate charter approval through to completion, defining goals, objectives, scope, milestones, and deliverables, and addressing risks within the project plan.
- Report on project progress and results through written reports and presentations, catering to all organizational levels, including international stakeholders.
Portfolio Management
- Facilitate portfolio governance by monitoring project progress and supporting governance forums, ensuring alignment with functional and management priorities.
- Continuously monitor and prioritize the portfolio, assisting Commercial and Finance teams in effective project reallocation based on established methodologies.
- Prepare and present consolidated updates on market strategy performance and project portfolio status to markets and HQ, integrating competitive intelligence and enhancing data analytics capabilities.
- Conduct fit-gap skill analysis and support capability-building initiatives by collaborating with functional teams and external vendors to develop new partnerships, channels, markets, processes, and systems.
Knowledge
- Understanding of program management principles and methodologies, including Stage Gate processes and project lifecycle management.
- Knowledge of commercialization strategies for bringing products to market, including market analysis, competitive intelligence, and strategic planning.
- Expertise in business intelligence, data analysis, and synthesis to inform decision-making and strategic planning.
- Familiarity with building and managing relationships with internal stakeholders and external partners.
Skills
- Proficiency in managing projects to ensure timely, within-scope, and on-budget delivery, including risk management and progress reporting.
- Ability to develop and implement strategies for successful market entry and growth.
- Skills in gathering, analyzing, and interpreting data to drive strategic decisions.
- Skills in fostering and maintaining strong relationships with internal teams and external partners.
Abilities
- Demonstrated ability to drive successful program outcomes through effective project leadership and execution.
- Ability to translate market insights into actionable strategies for product commercialization.
- Ability to generate and leverage market-level competitive intelligence and data insights for informed decision-making.
- Ability to build and maintain productive relationships with a diverse range of stakeholders.
Education and Experience
- Bachelor’s degree in Business, Management, or a related field is preferred. Equivalent combinations of work experience and education will be considered. PMP certification is preferred.
- Proven experience managing projects across various stages, including familiarity with Stage Gate processes and project management best practices. Equivalent work experience in project management or related fields will also be considered.
- Demonstrated experience in overseeing program delivery, managing multiple projects, and achieving strategic objectives. Equivalent work experience in program management roles will be considered.
- Experience in developing and executing commercialization strategies within relevant industries. Equivalent work experience combined with relevant formal education in business or related fields will be accepted.
- Hands-on experience in utilizing business intelligence tools and methodologies to support strategic planning and decision-making. Equivalent work experience in data analysis or business intelligence roles is also acceptable.
- Proven experience in managing relationships with internal teams and external partners to achieve business objectives. Equivalent work experience in relationship management roles will be considered.

Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and specific worker location. For the state of California only, the range of pay for this role is between $100,000 and $130,000, again depending on the skills, qualifications, and experience of the individual candidate.
