Pavement Section Manager

As the Pavement Section Manager, provide technical leadership to the department in the areas of pavement design, construction, maintenance, and evaluation technologies, for an efficient and economical public transportation system. This position provides managerial direction to the Pavement Engineering Section, including the Structural Pavement Design, Bituminous Engineering, Concrete Engineering, Advanced Materials and Technology, and Pavement Management. In addition, this position is responsible for compliance with the Code of Federal Regulations for Independent Assurance and Materials Control. This position is the primary contact for interactions with the Federal Highway Administration (FHWA), local and national pavement industry representatives for pavement related issues.
MINIMUM QUALIFICATIONS
Registration as a Professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID) or ability to obtain licensure through reciprocity AND five years of post-registration experience with three years at the Engineer Principal level.
(If obtaining licensure through reciprocity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)

- Leadership and Management: Demonstrated ability to enhance trust through transparency and accountability; demonstrated ability to lead and manage a variety of functions, such as research, program delivery and maintenance; and demonstrated ability to lead change and maintain a strong team environment.
- Technical Expertise: Experience with pavement materials and mixtures, test procedures, equipment capabilities, mix design, pavement design, soil engineering, and mechanics. Experience analyzing complex pavement issues.
- Policymaking: Experience developing and implementing policies, rules, standards, and procedures, including the implementation of new specifications.
- Human Relations: Experience supervising staff and establishing relationships with staff, stakeholders, and interest groups; and experience resolving disputes with industry partners.
- Fiscal Management: Experience developing and managing budgets including the allocation of resources.
