We are seeking a highly experienced Compliance Specialist to ensure our company's adherence to California's complex certified payroll regulations, specifically in the context of union labor. About the Role:
Certified Payroll Review and Submission: Meticulously review all union certified payroll reports to ensure accuracy and compliance with federal, state, and local regulations, as well as union agreements. Submit reports on time to the appropriate agencies. Wage and Hour Compliance: Verify correct calculation of prevailing wages, overtime, fringe benefits, and other compensation for union workers. Ensure compliance with all wage and hour laws. Union Agreement Adherence: Maintain up-to-date knowledge of all relevant union agreements and ensure compliance with their terms in all payroll practices. Recordkeeping and Documentation: Maintain meticulous records of all certified payroll data, union agreements, and correspondence related to compliance. Audit Support: Assist with internal and external audits related to certified payroll and wage and hour compliance. Dispute Resolution: Address and resolve any payroll disputes or discrepancies with union representatives or government agencies. Training and Education: Provide training and guidance to project managers and other staff on certified payroll procedures and compliance requirements. Regulatory Updates: Stay current with changes in prevailing wage laws, union agreements, and certified payroll regulations, and adapt processes accordingly.

Qualifications:
Experience: A minimum of 5 years of direct experience in certified payroll processing, with a strong emphasis on union payroll. In-depth knowledge of California prevailing wage laws (including the Labor Code and California Code of Regulations). Experience working with various union agreements. Proficiency in certified payroll software. Proficiency in Microsoft Office Suite (especially Excel).
Preferred Skills:
- Certified Payroll Professional (CPP) certification.
- Experience working in the construction industry.
- Familiarity with additional labor compliance areas (e.g., OSHA, EEO).
