Sr Business Analyst
Responsibilities:
- Serves as a conduit between customers, vendors, and the IT Solutions development team from medium to large sized projects encompassing Medicare Part D and Medicaid.
- Strong ability to translate existing and non-existing business processes to technical requirements including metadata profiling, understanding SDLC, and the processing of ELT functions.
- Proficient ability to understand and translate CMS Medicare Part D guidance into technical requirements in collaboration with multifunction teams.

- Independently manage multiple tasks or projects that can become escalations or high priority functions across multifunctional teams with little to no management involvement.
- Ability to lead, define, streamline business processes and system implementation enhancements within the organization’s required policies, procedures, and tools as a SME.
- Consults on application issue resolution, including recommending priorities for work requests and proposing alternative solutions.
- Participate in mathematical models, designing of algorithms in connection to other departments and vendors, analyze metadata keeping SLA’s trends and reporting deliverables, and perform analysis of risk assessments and cost benefit analysis in cooperation with business stakeholders.
- Acts as a mentor to Enterprise IS Business Analysts in the areas of requirements gathering, documentation, business analyst processes, problem solving, and customer vendor management.

Required Skills and Experiences:
- Bachelor’s degree and 5+ years of related professional experience, or 9 years of related experience in lieu of a degree.
- Advanced collaboration, interpersonal, oral and written communication skills with proven track record of professional communications at all levels of management.
- Advanced research, analytical problem solving, algorithm methodology development, and the ability to analyze processes to scope process improvements.
- Project management skills with the strong ability in utilizing Microsoft suite of tools including Word, Visio, Excel, PowerPoint, O365, JIRA, and other project tools.
- Proven understanding of the health care industry and or BCBSMN area’s of Medicare Part D rules and regulations, Medicaid services, claims adjudication process, CMS guidance, and the life cycle of PDE data.Evening, night, or weekend hours may occasionally be required during the AEP season as well the months before and after AEP.
- Proficient with SSMS, SQL, SAS EG, Text Editor, and executable UAT knowledge and functions.
Nice to have:
- Working knowledge of SAP and a basic understanding of the software development lifecycle that pertains to different types of data format communications between IT organizations.
- High degree of integrity with a “can-do” attitude proving ability to motivate and inspire cross-functional teams who are technical and non-technical across the organization to successfully complete work or projects in a fast-paced environment.
- The ability to demonstrate decision making process using data, identifying process improvements in an agile environment, and discovering trends in data where there’s follow through in implementation improvement needs.
- Working knowledge of serverless computing services surrounding Microsoft Azure.
