The PSM / Pipeline Safety Coordinator is responsible for ensuring that the company PSM and pipeline safety programs are compliant with all OSHA, EPA, and PHMSA regulations. The coordinator position will serve as the liaison between the EHS Department, field and plant operations, and area management by following the 14 elements of PSM, applicable PHMSA regulations under Part 191, 192, and 195, and to State of Texas pipeline regulations under 16 TAC Chapter 8 – Pipeline Safety Regulations. The coordinator will verify compliance and provide oversight for all processes at 2 applicable processing facilities, applicable field-based assets, and all pipeline regulatory compliance and safety for all PHMSA applicable gathering and transmission lines within the operational area.
Principal Duties and Responsibilities
Responsible for the implementation and coordination of the company's PSM and DOT pipeline safety programs across applicable gas treating and processing facilities, and DOT applicable pipeline systems.
Implement PSM and DOT safety programs and ensure that regulatory requirements are met
Provide direction to operators and assist the facilities in developing, implementing, and sustaining plant and pipeline specific policies, procedures, programs, and training to achieve and maintain compliance with applicable PSM and PHMSA requirements
Implement corporate programs and systems at the district and facility level that drive consistency while ensuring that procedures and practices are aligned with PSM and PHMSA requirements
Maintain a working knowledge of PHMSA and PSM (14 elements) and applicable state and federal rules and regulations
Provide technical and high level PSM and pipeline related training as required
Conduct audits and inspections of facility performance and activities
Educate personnel on program aspects to include: 14 elements of PSM, emergency response, inspections and how to address gaps
Coordinate and participate in PSM program activities at a local and asset level which include management of change (MOC), pre-startup safety review (PSSR), and process hazard analysis activities
Coordinate and participate in field MOC and PSSR meetings when needed
Assist in creating and updating PSM and PHMSA O&M operating procedures when needed as well as maintaining the operating procedure training matrix
Oversee, coordinate and participate in employee participation activities in accordance with PSM and pipeline safety programs
Promote a safety culture and drives improvements in the PSM and pipeline safety program
Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures and audit findings
Assist various teams in prioritization of action items to address gaps
Provide technical direction related to required mechanical integrity elements to be included in overall maintenance actions at the plant
Communicate with third party vendors and with various field and corporate functions, including but not limited to, Operations, Engineering, Construction, and EHS.
Qualifications
Minimum of 5 years of experience in process safety, pipeline safety, occupational safety and/or plant operations or equivalent
Familiarity with standard concepts, practices, and procedures within the safety & environmental regulatory arena
Knowledge of OSHA safety and process safety management regulations and procedures
Knowledge of PHMSA and Texas Administrative Code regulations and procedures
Working knowledge of computer systems including Microsoft Windows, Microsoft Office, Microsoft Teams and SharePoint, Internet, and web-based applications
Working Conditions
Knowledge of general oil and gas operations, gas treatment / processing, Process Safety Management (PSM) and state and federal pipeline safety is required.
Use of technology such as computers, mobile devices etc. required.
Must have current driving license and driving record in good standard.
