Capitol GCS is currently seeking a Program Manager – Transit to support the growth of our public transit agency contracts across the country. Candidates should have a thorough understanding of public transit vehicle operations, maintenance and systems engineering. They should also have a thorough knowledge and understanding of vehicle technology and infrastructure. The ideal candidate should also have the ability to provide quality, technical expertise on assigned vehicle programs, including zero-emissions projects.
The role can be performed hybrid with some travel to customer sites 2-3 times per week. The candidate must be located within commuting distance of Los Angeles County Metropolitan Transportation Authority.
ROLE RESPONSIBILITIES
Candidate will be responsible for key client relationships and leading the day-to-day activities to support our transit agency clients in the procurement of rail and bus (including zero emission) vehicle fleets, trouble shooting and retrofits to that fleet and a variety of other activities in support of the clients’ operations. You will manage small teams in the completion of required activities related to transit vehicles (passenger railcars, trolleys, light rail vehicles, and buses (including zero-emission vehicles), and the management of the associated contracts, including invoicing and collection of payment. We are looking for an experienced and collaborative Transit Vehicle Engineer who enjoys solving technical and non-technical challenges. You’ll be managing exciting and engaging vehicle projects including those focused on zero-emissions transportation.
Duties may include any or all of the following:
- Produce technical specifications for new vehicle procurements
- Perform vehicle inspections, First Articles, vehicle testing and commissioning tasks
- Develop vehicle operational plans and related project elements including vehicle performance analysis and maintenance infrastructure plans.
- Develop cost estimates and life cycle analyses to assess existing bus operations.
- Conduct fleet assessment and transition studies.
- Review technical documents such as design plans and other engineering related deliverables.
- Produce quality assurance plans and oversee quality control programs.
- Prepare technical documents/reports and present to clients, project teams, etc.
- Meetings and other activities at client locations and occasionally at manufacturer facilities around the US and other countries.
- Proposal and business development activities along with the delivery of PowerPoint type presentations in response to RFP’s from our public sector clients.
- Preparation of correspondence reports and other documents.
- It also expected that you will work with and act as an EV/ZEV subject matter expert (SME) and assist project delivery teams in meeting our clients project needs.
QUALIFICATIONS
- Candidates will have a minimum of 10 years of industry experience with a minimum of 5 years recent experience in a position which involved project management and personnel supervision in rail or public transit passenger vehicle project environment.
- Extensive experience with a vehicle manufacturer, or a public transit agency.
- Strong knowledge of MS Office applications and be able to learn new software.
- Candidate must be able to demonstrate a track record of satisfying client needs and the ability to operate autonomously with minimal supervision.
- Excellent communication, time management and report writing skills
PREFERRED EXPERIENCE:
- Transit authority experience with EV/ZEV bus and light to heavy duty vehicle implementation
- Familiarity with EV/ZEV technology and the supporting charging, fueling and information management systems needed for technology deployment.
- Familiarity with financial life cycle cost and carbon emission analyses and use of modeling tools to support the assessment of EV/LEV/ZEV technology is also preferred.
- Strong technical and project management skills in the areas of zero-emissions vehicle design, manufacturing, and/or operations
- Direct customer engagement (customer-facing role)

- Knowledge of vehicle manufacturing processes
- Demonstrated knowledge of transit vehicle industry standards, requirements, systems, and practices.
EDUCATION:
Bachelor’s degree in Electrical or Mechanical Engineering, Masters Preferred
