The Capital Delivery Division within the City of Fort Worth Water Utility is looking for a Senior Capital Projects Officer to lead, manage, and coordinate complex and technically challenging projects and programs from inception and design through completion. The incumbent will play a vital role in the development of project requests, project scopes, budgets, inspection processes and standards, as well as the training and development of divisional staff.

responsibilities.
- Direct and manage the development and implementation of project and program goals, objectives, policies, and priorities for the division in coordination with utility leadership and partner divisions.
- Oversees and evaluates the quality, responsiveness, consistency, efficiency, and effectiveness of construction inspection programs, methods, and procedures.
- Assign, track, and manage capital projects, to include the forecasting, designation, and approval of the funds needed for staffing, equipment, material, and supplies; approves expenditures and implements budgetary adjustments as necessary.
- Research, identify, and develop innovative infrastructure options as well as provide administrative and technical support to the utility executive management team.
- Engage in appropriate coordination, debate, and consensus building internally within the division and utility, as well as externally with other city departments and local organizations.
- Recommend and administer policies and procedures related to the coordination and facilitation of high-profile water and wastewater projects and programs.
- Prepare, review, and evaluate construction bids, cost estimates, and change orders.
qualifications.
- A Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering, Environmental Engineering, or related field.
- Five years of increasingly responsible engineering and/or construction management experience preferably for a water utility.
- Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration in the State of Texas as a Professional Engineer within six months of employment.
- Possession of a valid driver’s license in the State of Texas.
