Experience and Organizational Capability:
The contractor/network infrastructure engineer would have the following credentials, organizational capability, and/or experience:
A minimum of three years of experience in a structured cabling environment. Greater consideration will be given to proposers with five or more years of such experience.
Experience In
Structured cabling standards and cable specifications (ANSI/TIA-568 and ISO/IEC 11801).
IT network design principles, routing protocols, subnetting, VLANs, and IT security mechanisms to ensure the efficient and secure operation of IT network infrastructure.
various IT networking technologies, such as routers, switches, firewalls, and load balancers, as well as protocols like TCP/IP, DNS, DHCP, and others
A minimum of three years of experience working with:
External general contractors and architects on design and implementation.
External and contracted cabling vendors to ensure job requirements are met to appropriate Building Industry Consulting Service International (BICSI) standards.
Maintaining requirements documentation and reviewing as-builts to ensure documentation matches actual implementation.
Installing and Configuring Wireless Access Points (WAP).
Installing and basic configuration on Access Switches.
Neatly patching connections from patch panels into switches.
High organizational skills allowing coordination of multiple projects at the same time, including personal handling of field work and on-site supervision of infrastructure implementation and device installation.
Capability of lifting up to 50 pounds of IT equipment comfortably, such as PCs and servers.
Must be able to work both on-site and, if needed, remotely.
Scope of Services:
Designing, implementing, and managing the underlying IT architecture that enables IT communication and IT data exchange within NYC Health Department IT network.
Configuring and managing routers, switches, and other network devices to ensure optimal traffic routing and efficient data transmission.
Implementing security measures such as firewalls, VPNs, intrusion detection/prevention systems, and access controls to protect the network from unauthorized access and cyber threats.
Utilizing network monitoring tools to oversee network performance, identify issues, and troubleshoot connectivity problems in real-time.
Deploying virtual network infrastructure.
Configuring load balancers to evenly distribute network traffic across multiple servers or resources to improve performance and reliability.
Diagnosing and resolving network issues using troubleshoot methodologies and tools like packet analyzers, network sniffers, and protocol analyzers.
Implementing backup and redundancy strategies to ensure business continuity in the event of network failures or disasters such as redundant links, failover mechanism, and disaster recovery plans.
Ensuring that all designs and installations adhere to industry standards, including, but not limited to, Telecommunications Industry Association (TIA) and Building Industry Consulting Service International (BICSI) standards.
Working with NYC Health Department’s cabling vendor to ensure that all cabling is installed to industry standards and that test results from new installations are verified.
Coordinating setup of network support at the new NYC Health Department PHL site.
Working with the NYC Health Department network operations team to coordinate installation of network equipment with new infrastructure.
Working with NYC Health Department data center operations team to ensure current appropriate infrastructure is in place to support current capacity requirements and to upgrade in support of future expanded capacity needs.
Working with NYC Health Department field support teams to address infrastructure additions and changes.
Working with Agency facility planning and architectural support team on planning new facility layout and cabling and changes to existing location needs.
Working with complex IT hardware and IT software solutions to optimize IT network performance, troubleshoot IT issues, and implement scalable IT solutions.
Coordinating design, walkthroughs, and implementation of outside carriers.
Ensuring that all IT facilities have appropriate physical security as directed by NYC Cyber Command and NYC Department of Information Technology and Telecommunication services, the National Institute of Standards and Technology (NIST), and industry best practices.
Ensuring the quality of all cabling installations by reviewing cable test results.
