About the Position:
We are seeking a Senior Technical Project/Program Manager with experience managing R&D and prototyping projects for Military and Government customers, particularly in RF communications. This requires someone comfortable working with minimal oversight in a cutting-edge, fast-paced, multi-discipline R&D engineering/prototyping environment.
This position will be a leader in the expansion and growth of our receiver development line of business. Immediate focus will be on a project designing, manufacturing and delivering a new LF RF receiver. This role will also support other receiver development business lines and projects. The position manages projects involving RF/DSP/Digital/Embedded SW design, PCB manufacturing, board assembly, and test. This Project manager leads aggressive schedules, assessing schedule & technical risks, delivering programs on time, guiding engineering teams’ priorities within the broader context of company projects, managing cost, and interfacing with program customers.
You work within a team of multidisciplinary engineers and specialists throughout the lifecycle of receiver development through design, integration, test, verification, and demonstration efforts.
You will be required to learn technical concepts in LF RF transmission and reception technology and employ them quickly. You will be expected to use your technical knowledge in conjunction with your program management skills to lead cross-functional efforts and deliver the best outcome for UrsaNav and the customer.
This is a position which requires someone who can operate in an agile environment as you join a small business in the process of scaling up operations, engineering, and manufacturing. You will have the opportunity to be part of the company’s rapid

This position is based in our Billerica MA office with the option for a hybrid schedule when applicable and will report to the Director of Programs in close coordination with other functions (Engineering, IT and Manufacturing). Additional duties will include supporting the team to get things done in a dynamic environment.
Key Responsibilities:
- Assist in the planning, execution, and closing of projects. Ensure all project objectives are met within the specified timeframe and budget
- Maintain clear and consistent communication with project stakeholders, including international partners, internal teams, and third-party vendors
- Prepare and maintain project documentation, including project plans, status reports, and meeting minutes
- Identify potential project risks and assist in developing mitigation strategies
- Provide administrative and logistical support to the Director of Programs, including scheduling meetings, coordinating tasks, and tracking project progress
Minimum Qualifications:
- Bachelor of Science degree in Engineering related field and a passion for technical problem solving; Masters (Preferred)
- Project Management Certification PMP (preferred)
- 5+ years of Technical Project Management experience, specifically in technical project management and/or systems engineering, or related project management and/or systems engineering experience in a relevant industry delivering systems to a military customer
- Knowledge of commercial and defense relevant RF and wireless systems
- Knowledge of commercial defense relevant communications systems
- Experience throughout the program lifecycle from development through sustainment to include proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts
- Prior program experience managing complex systems (Electronics Warfare/Communications/Signals Intelligence/RF/C5ISR or similar programs with both software and hardware content) OR experience working as an IPTL (integrated product team lead) in those fields
- Ability and willingness to travel internationally. 20-25% during periods requiring project installations, testing and planning meetings.
- Hands-on ability to work in a small business environment and take on the task(s) needed to get done.
- Ability to quickly learn and understand technical subject matter.
- Excellent communication skills.
PREFERRED QUALIFICATIONS
● Experience in military technical program delivery
● Experience operating on projects requiring security clearance and sound security practices. (Active Clearance not required)
● Experience with UI/UX Design methodologies and both developmental and operational testing background a plus
● PMI certification is a plus
