The Independent Verification & Validation (IV&V) Resource will oversee and evaluate large-scale IT projects for the Department of Justice (DOJ). This role will monitor compliance with regulatory and technical standards, assess project risks, and ensure adherence to industry best practices, including IEEE Std. 1012. You must have a strong background in IT project management, with extensive experience in public sector and regulatory projects.
Work Hours: Monday through Friday, 8:00 AM to 5:00 PM PT (occasional weekends or after hours as needed)
Background Check: A DOJ fingerprint-based background check required
Length of Contract: One year
Work Site: Sacramento-based, must be willing to work at DOJ locations, 4949 Broadway, Sacramento, CA 95820 and/or 1300 I Street, Sacramento, CA 95814, 2450 Del Paso Road, Sacramento, CA 95834 and/or 3068 Kilgore Rd, Rancho Cordova, CA 95670 unless otherwise authorized by DOJ Management.
WHAT YOU'LL DO:
- Develop and deliver IV&V monthly activity and task reports
- Assess business, technical, and enterprise architecture artifacts, tools, and environments
- Conduct reviews of risk and issue lists
- Perform traceability matrix analysis and solution requirements evaluation
- Work on large-scale IT projects, including those with 1,000+ system users and $20M+ budgets
- Apply user-centered design principles and hybrid software development methodologies
- Utilize IEEE Std. 1012 for system and software verification and validation
- Participate in IT projects that involve regulatory, licensing, enforcement, registration, time reporting, and audit functions
WHAT YOU'LL BRING:
- IV&V Experience:5 years of FTE experience in the last 7 years providing IV&V services to public entities.
- Large-Scale Project Experience:5 years of FTE experience in the last 7 years on large-scale IT projects (1,000+ end users, $20M+ budgets).
- Hybrid Development Methodologies:4 years of FTE experience in the last 7 years working on IT projects with hybrid software development methodologies.
- IEEE Std. 1012 Application:2 years of FTE experience in the last 5 years applying IEEE Std. 1012.
- Project Management Certification: Possess a current PMP certification.
- Specialized Regulatory Experience:2 years of FTE experience in the last 5 years working on IT projects with regulatory and licensing functions.
- Project Management Expertise:7 years of experience in project management, with 4 years as a senior PM on large or complete IT projects.
- Education: A bachelor's degree is required; relevant experience may be a substitute for education on a year-for-year basis.
Desirable Qualifications:
- 2 years of FTE experience in the last 5 years working on cloud-based IT projects in an IV&V or oversight capacity.
Additional Requirements:
- Statement of Economic Interests: You may need to file FPPC Form 700 within 30 days of contract commencement.
- All deliverables must follow DOJ HDC Project Management Methodology and Standards, utilizing MS Project, MS Word, and MS Excel.
