Vice President, Compliance Officer
(4 Days in office per month)
The Vice President, Compliance Officer will serve as an advisor to the Advanced Clearing and Prime Services (ACaPS) Division, Fixed Income, Commodities, Currencies, and Stock Lending Division (FICCS), and the Operations Department. Key activities in these areas include correspondent clearing services, prime brokerage, fixed income trading, stock lending, and transaction reporting. This role is responsible for developing and updating policies for these divisions and overseeing supervisory controls testing. The position reports directly to the Chief Compliance Officer (CCO).
Key Responsibilities:
- Design and execute regulatory compliance testing for the ACaPS and FICCS divisions, as well as the Operations Department; assess compliance with policies and standards, and identify key risk control gaps and deficiencies.
- Collaborate with the business supervision team to ensure all applicable rules and supported products are identified, helping to establish testing priorities and maintain accuracy.
- Partner with other compliance team members to ensure consistency in testing execution and rule interpretation.
- Monitor compliance with SEC, FINRA, and other relevant regulations; stay informed on changes in federal and state compliance laws impacting assigned focus area.
- Advise business supervision staff on emerging compliance issues, assist in policy and procedure development, and support risk management analysis.
- Conduct branch audits for ACaPS and FICCS locations and assist with the firm’s 3120 testing processes.
- Assist the CCO with Annual Market Access Testing for FICCS activities.
- Draft and update policies and Written Supervisory Procedures (WSPs) for ACaPS, FICCS, and the Operations Department.
- Support the CCO in gathering information and documentation for ACaPS and FICCS inquiries and examinations.
- Help develop training programs for personnel on compliance and regulatory topics.
Required Qualifications:
- Bachelor’s degree from an accredited institution.
- Extensive knowledge of correspondent clearing and prime services activities.
- Familiarity with institutional fixed income trading.
- Must have experience in FICCS.
- Series 7 and 24 licenses a plus.
- Strong understanding of FINRA, SEC, and other regulatory requirements, including Reg SHO, Reg NMS, Rule 605, Rule 606, SEC Rule 15c3-5, TRACE trade reporting, CAT reporting, and securities clearing.
- Highly organized with the ability to manage multiple projects and priorities without sacrificing accuracy or efficiency.
- Excellent communication and presentation skills, with the ability to effectively interact across departments and organizational level.
- Strong analytical, problem-solving, and critical-thinking abilities.
- Detail-oriented with proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Willingness to travel up to 20%. (domestic only).
