HR Works is assisting its client, a mid-sized, public employer, with its search for an HR Specialist. This position is located onsite in Syracuse, NY and has a salary range of $60,000-$70,000, with an extremely strong benefit package including a pension program and culture that truly supports strong work-life balance! The role will function as a key member of a highly collaborative and supportive HR team and will focus on the areas of compliance and employee relations.
The HR Specialist serves as the primary HR contact for all employee relations needs including, but not limited to employee investigations, coaching and development, performance management, policy development and interpretation. Additionally, this role will focus on developing methods to analyze, interpret, and improve employee relations.
This role additionally assists in the administration of collective bargaining agreements and employment policies and assists in discipline and grievance procedures, including investigation and preparation of background and fact gathering, and correspondence with management and union leadership.
Charged with leading all compliance initiatives for the organization, the HR Specialist functions as the Title VI coordinator, and develops, reviews, and updates the Authority's Affirmative Action Plan.

Ideal Candidate Qualifications
- 2-3 years of experience working within HR Compliance; a true passion for interpreting regulations is required.
- 2+ years of experience conducting workplace investigations is required.
- 2+ years of employee relations experience is required.
- 2+ years of experience working with DEI/IDEA initiatives is strongly desired.
- 2+ years of union/labor negotiation experience is strongly desired.
- Working with a public employer is a plus but is not required.
Minimum Requirements
- Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree and two (2) years of professional level work experience, or its part-time equivalent, in personnel management, human resources, employee/labor relations, DEI program development, affirmative action plan development, workforce development or a closely related field; or
- Graduation from a regionally accredited or New York State registered college or university with an associates degree and four (4) years of professional level work experience, or its part-time equivalent, in personnel management, human resources, employee/labor relations, DEI program development, affirmative action plan development, workforce development or a closely related field; or
- Six (6) years of professional level work experience, or its part-time equivalent in personnel management, human resources, employee/labor relations, DEI program development, affirmative action plan development, workforce development, or a closely related field; or
- An equivalent combination of education and experience as defined by the limits of A, B, and C above.
